An adjourned regular meeting, of the Board of Commissioners for the County of Cabarrus North Carolina, convened at the County Courthouse in Concord, the regu~a r place of meeting, at lO o'clock~ A. M. on July 27, 1953. ..... Present: Cha~u- J. Lee. White, and Commissioners- P. Ernest Stallings, M. ~moot Lyles, a~d L. Bowman Barrier Absent; Homer L. Fink The Chairman announced that, this was the date and hour £ixed by the Board for the public hearing upon the order entitled: "ORDER AUTHORIZING $96,000 REFUNDING BONDS"~ and that the Board would immediately hear any and all citizens and taxpayers who. might desire to protest against the issuance of said bonds. No citizen or taxpayer of the. County appeared, either in person or by attorney, to protest against the issuance of any of. said bonds, and the Clerk announced that no protest in writing, signed by any citizen or taxpayer, had been pz~sented. Thereupon, upon motion of Commissioner M. Smoot Lyles, seconded by Commissioner L. Bowman Barrier and married, the order introduced and passed on first reading on July 13, 1953 entitled: "ORDER AUT~DRIZING $96,000 REFUNDING BONDS", was read a second time and placed upon its final passage. The vote upon the final passage of sai? order was: Ayes; Commissioners P. Ernest Stallings, N.~ Smoot Lyles, L. B~u Barrier and Chairman, J. Lee White. Noes; None The Chairman then armounced that the order ~entitled: "ORDER AUTPE~IZING $96,000 EEFUNDING BOI~DS'', had passed. The Clerk was thereupon directed to publish said order in the Concord Tribune, onee in each of two successive weeks, and to publish at the foot of said order the append~ed note as required by The County Finance Act, as ame~ nded. Boger, Register of Deeds and e~ officio Clerk of the Board of Co~ssioner~ for the County of Cabarrus, North Carolina, DO HEREBY CERTIFY that the fo~ going is a t~ue copy of so much of the~ proceedings of said Board at a meeting held July 27, 1953, as relates in an~ way to theauthorization of $96,000 refunding bonds of said Count~, and that said proceedings are recorded in Minute Book 13 of the minutes of said Board, beginning at page 170 md ending at page ~70.
