357 <br /> <br />WHEREAS, a public hearing on~ the matter of closing Wolf Meadow School Road <br />(formerly State Road # 1535) was held at 10:00 o'clock A.M. on November 13, <br />1979, after due notice thereof was published, posted and mailed as required <br />by statUte; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that this Board of County Commissioners is <br />satisfied that the closing of Wolf Meadow School Road (formerly State Road <br /># 1535) is in the best interests of the public and no property owner in the <br />vicinity of said road is being deprived of a reasonable means of ingress and <br />egress and that the road is hereby permanently closed; <br /> <br />FURTHER RESOLVED, that a certified copy of this Resolution be duly recorded <br />in the Cabarrus County Public Registry. <br /> <br /> UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz <br />and unanimously carried, the Board reappointed Mrs. Dale Nixon to another term <br />on the Jury Commission. This two year term of office will expire September 31, <br />1981. <br /> UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and <br />unanimously carried, the Board approved the application for a Federal Park <br />Development Grant of $371,375.00 with matching County funds to be appropriated <br />over a two year period beginning July 1, 1980 for the development of Stonewall <br />Jackson Park and adopted the following resolution. <br /> <br /> RESOLUTION AUTHORIZING THE DEVELOPMENT <br /> OF STONEWALL JACKSON PARK <br />BY THE CABARRUS BOARD OF COUNTY COMMISSIONERS <br /> <br /> WHEREAS, the Land and Water Conservation Fund Act of 1965 provides for <br />the making of grants by the Heritage Recreation and Conservation Service, <br />Department of Interior of the United States Government to States and local <br />governments in support of Outdoor Recreation projects and such funds as are <br />available after approval of the appropriate State Agency and the Heritage <br />Recreation Conservation Service; <br /> <br /> WHEREAS, The State is required to insure that there will be no discrimina- <br />tion against any person of any race, color, sex, creed, or political affiliation; <br />and <br /> <br /> WHEREAS, The County Commission of the County of Cabarrus realizes that <br />recreation facilities are not adequate to meet the minimum recreational needs <br />of the people of Cabarrus County; and <br /> <br /> WHEREAS, it is believed that said Con~nission with the assistance of the <br />general public is now in a position to lend support to the development of <br />Stonewall Jackson Park. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSION OF THE COUNTY <br />OF CABARRUS, NORTH CAROLINA: <br /> <br /> (1) That an application be made to the Heritage Recreation and Conservation <br />Service of Interior of the U.S. Government through the State of North Carolina <br />for a development grant of $371,375.00 which represents fifty percent (50%) of <br />all cost ($742,750) including preparation, plans and construction of recreational <br />facilities to be completed in the fiscal years 1980-82. <br /> <br /> (2) That the County Manager of the County of Cabarrus be authorized and <br />directed to file such application on behalf of the County of Cabarrus, to provide <br />additional information and to furnish such documents as may be required by the <br />Heritage Recreation and Conservation Service and the State of North Carolina and <br />to act as the authorized correspondent of the County of Cabarrus. <br /> <br /> (3) That the Director, Heritage Recreation and Conservation Service Depart- <br />m&nt of Interior of the United States Government be, and hereby is assured of <br />full compliance by the applicant with the regulations promulgated pursuant to <br />Title VI of Civil Rights Act of 1964. <br /> <br /> <br />
