357 WHEREAS, a public hearing on~ the matter of closing Wolf Meadow School Road (formerly State Road # 1535) was held at 10:00 o'clock A.M. on November 13, 1979, after due notice thereof was published, posted and mailed as required by statUte; NOW, THEREFORE, BE IT RESOLVED, that this Board of County Commissioners is satisfied that the closing of Wolf Meadow School Road (formerly State Road # 1535) is in the best interests of the public and no property owner in the vicinity of said road is being deprived of a reasonable means of ingress and egress and that the road is hereby permanently closed; FURTHER RESOLVED, that a certified copy of this Resolution be duly recorded in the Cabarrus County Public Registry. UPON MOTION of Commissioner Milloway, seconded by Commissioner Lentz and unanimously carried, the Board reappointed Mrs. Dale Nixon to another term on the Jury Commission. This two year term of office will expire September 31, 1981. UPON MOTION of Commissioner Lentz, seconded by Commissioner Allen and unanimously carried, the Board approved the application for a Federal Park Development Grant of $371,375.00 with matching County funds to be appropriated over a two year period beginning July 1, 1980 for the development of Stonewall Jackson Park and adopted the following resolution. RESOLUTION AUTHORIZING THE DEVELOPMENT OF STONEWALL JACKSON PARK BY THE CABARRUS BOARD OF COUNTY COMMISSIONERS WHEREAS, the Land and Water Conservation Fund Act of 1965 provides for the making of grants by the Heritage Recreation and Conservation Service, Department of Interior of the United States Government to States and local governments in support of Outdoor Recreation projects and such funds as are available after approval of the appropriate State Agency and the Heritage Recreation Conservation Service; WHEREAS, The State is required to insure that there will be no discrimina- tion against any person of any race, color, sex, creed, or political affiliation; and WHEREAS, The County Commission of the County of Cabarrus realizes that recreation facilities are not adequate to meet the minimum recreational needs of the people of Cabarrus County; and WHEREAS, it is believed that said Con~nission with the assistance of the general public is now in a position to lend support to the development of Stonewall Jackson Park. NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSION OF THE COUNTY OF CABARRUS, NORTH CAROLINA: (1) That an application be made to the Heritage Recreation and Conservation Service of Interior of the U.S. Government through the State of North Carolina for a development grant of $371,375.00 which represents fifty percent (50%) of all cost ($742,750) including preparation, plans and construction of recreational facilities to be completed in the fiscal years 1980-82. (2) That the County Manager of the County of Cabarrus be authorized and directed to file such application on behalf of the County of Cabarrus, to provide additional information and to furnish such documents as may be required by the Heritage Recreation and Conservation Service and the State of North Carolina and to act as the authorized correspondent of the County of Cabarrus. (3) That the Director, Heritage Recreation and Conservation Service Depart- m&nt of Interior of the United States Government be, and hereby is assured of full compliance by the applicant with the regulations promulgated pursuant to Title VI of Civil Rights Act of 1964.
