486 D. Parking Spaces for Department Heads: Two (2) parking spaces are hereby assigned to each department of County or State government located in the Cabarrus County Courthouse to be assigned to the depart- ment head and one assistant. The location of these parking spaces shall be determined by the County Manager and these spaces shall be designated by sign or other markings. E. Parking Spaces for Judges: Three (3) parking spaces shall be reserved for the exclusive use of Judges of the General Court of Justice. The location of these parking spaces shall be determined by the County Manager and these spaces shall be designated by sign or other markings. F. County-owned Vehicles: Two (2) parking spaces are hereby designated as parking spaces for County-owned vehicles. The location of these parking spaces shall be determined by the County Manager and these spaces shall be designated by sign or other markings. G. Other County Employee Parking: Three (3) parking spaces are hereby designated as parking spaces for County employees who are assigned to offices at other County buildings. The location of these spaces shall be determined by the County Manager and the spaces shall be designated by sign or other markings. H. All other parking spaces in the said parking lot are hereby reserved for County employees, State employees having offices in the Cabarrus County Courthouse; provided that County employees and State employees with offices in the Cabarrus County Courthouse may only park their vehicles in their assigned spaces on the said property after obtaining said parking permit and having it displayed on the windshield of their vehicles. Permits shall be issued to all County employees apply- ing therefor and to all State employees having offices in the Courthouse and applying therefor. Each person who has a parking permit shall be assigned a space by the County Manager and may park his or he~ vehicle only in said space. I. R~pair and Emergency Vehicles: Vehicles being used during repair or construction work, when it is necessary for them to be parked in a space other than a parking space, and emergency vehicles being used for emergency purposes are hereby exempted from this ordinance. J. County vehicles being serviced in the area of the gasoline pump are hereby exempted from this ordinance while being so serviced. K. Commissioner Parking: On days when the Board of Commissioners is holding m meeting, the County Manager may designate five (5) spaces from the public parking spaces as reserved spaces for the parking of the County Commissioners. When said spaces are so designated, only County Commissioners may park therein. SECTION 4. PENALTIES A. Obedience to this ordinance is chargeable to the person actually operating or in control of the vehicle at the time it is parked on said County property hereinbefore described; provided that proof of ownership of any vehicle found parked in violation of this ordinance shall be prima facie evidence that said owner parked said vehicle. B. The Sheriff of Cabarrus County, or any of his deputies, or any County employee authorized by the County Manager, shall cause to be attached to any vehicle parked in violation of the provisions of this ordinance a notice to the owner or operator thereof to report to the Sheriff's Department in regard to such violation. C. Each such owner or operator may, within twenty-four (24) hours of the time when such notice was attached to such vehicle, submit to the violation and pay, as a penalty in full satisfaction of such violation, the sum of Five Dollars ($5.00). The failure of such owner or operator to make such payment of said amount, within the said twenty-four hours shall render such owner or operator subject to punishment for a misdemeanor as hereinafter provided. D. The violation of any of the provisions of this ordinance shall be a misdemeanor and punishable by fine not to exceed Fifty Dollars ($50.00) or imprisonment not to exceed thirty (30) days, or by both such fine and imprisonment in the discretion of the Court. E. Any vehicle parked in violation of this ordinance may be removed from the property by Cabarrus County~or any agent of Cabarrus County to a storage area or garage. If a vehicle is so removed the owner, as a condition of regaining possession of said vehicle, shall be required to pay to Cabarrus County all reasonable costs incidental to the removal and storage of the vehicle.
