48 <br /> <br /> The Board of Commissioners for the County of Cabarrus met at 7:00 P.M. <br />on Thursday, September 6, 1984, in Courtroom 2 of the County Courthouse in <br />Concord, North Carolina, for a public hearing regarding proposed Zoning <br />Atlas and Text Amendments. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Archie Y. Barnhardt <br /> Marcelle Milloway <br /> J. Harold Nash <br /> Kenneth F. Payne <br /> Mr. F. A. Rankin, Chairman of the Cabarrus County Planning Board, <br />presented each of the proposed amendments as recommended by.the Planning <br />Board. Mr. James F. Owens, Assistant Planning Director, reviewed the <br />location of the area proposed for rezoning. Public input was received <br />by the Board regarding the proposed amendments prior to action by the Board <br />of Commissioners. <br /> <br />ZONING ATLAS AMENDMENTS <br /> <br />(1) <br /> <br />Petition 84-16, Southgate Properties, Inc., township 11, Map/PIN 5539- <br />93-1672, southside of Highway 49 intersecting with Highway 601. Wishes <br />to rezone from ARR to C-3. The Planning Board unanimously approved <br />Petition 84-16. <br /> <br /> Mr. J. H. Craver, representative of Southgate Properties, spoke in <br />support of the rezoning to permit a mixed use development in the area. <br /> No one spoke in opposition to the rezoning request and the public <br />hearing for this petition was closed. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved Petition 84-16 by Southgate <br />Properties, Inc., to rezone Map/PIN 5539-93-1672 in Township 11 from ARR to <br />C-3. <br /> <br />ZONING TEXT AMENDMENTS <br /> <br />(1) The RMF-7A District (See below). The Planning Board unanimously approved <br /> the RMF-7A District. <br /> <br />Add: Section 3, Page 7 - District Statements of Intent <br /> RMF-7A - Residential Multi-Family District <br /> <br /> These regulations are intended to allow urban density <br />residential uses, individual parcels being developed with one <br />of several residential types allowed within the district, and <br />having access to public water and wastewater treatment facilities. <br />Densities of multiple family developments will be regulated <br />according to the number of residential units within the buildings, <br />with more than one principal buildings of the same residential <br />type allowed on each parcel according to district development <br />standards. Single-family attached units will not be required to <br />have a side yard except for the end units of the complexes.
