A report, generated by the NCSU accounting system and including receipt and expenditure transactions and the current status of the account, will be provided quarterly to the County by NCSU. Employee Benefits - Jointly employed County/NCSU employees covered by the Cabarrus County payroll program will be solely under the NC State retirement system and will be eligible for appropriate NCSU employee benefits, including the direct deposit of payroll checks. The Extension Personnel Office will facilitate the transfer of employees from joint state/local retirement to the state retirement. The effective beginning date for implementing this Agreement will be July 1, 1986, and it will be reviewed annually and may be terminated by either party with a sixty-day notice in writing. Small Clerk to Board June 2~ 1986 Date Director NC Agricultural Extension Service North Carolina State University Date Vice Chancellor for Finance and Business North Carolina State University Date AMENDMENT TO CABARRUS COUNTY MEMORANDUM OF UNDERSTANDING BUDGET AND SUPPORT The County Extension Chairman will prepare and submit an annual budget request to the County Board of Commissioners for the county's share of funds for salaries and operating expenses. It is further understood that: Cabarrus County will pay 47.69% of the salaries of County Extension Agents and the County Extension Chairman and 57.98% of the salaries of two Extension secretaries and the full salary of one Extension secretary (the secretary's position currently filled by Mrs. Christine Barrier will be managed according to the county's pay plan). The North Carolina Agricultural Extension Service will pay 52.31% of the salaries of County Extension Agents and the County Extension Chairman and 42.02% of the salaries of two Extension secretaries. The North Carolina Agricultural Extension Service will provide super- vision, review and evaluation of Extension personnel paid in part or entirely by NCAES according to the Extension Management System for Personnel Development and its undergirding policies and procedures. Salary increases will be based upon the findings of this process and the mandates of state government or university policy. The North Carolina Agricultural Extension Service will provide super- vision, review and evaluation of County Extension secretaries paid entirely by Cabarrus County through the County Extension Chairman. The County's Personnel Management Plan and its undergirding policies and procedures will be followed and salary increases will be recom- mended based upon the findings of this process. This agreement amends the Memorandum of Understanding between the North Carolina Agricultural Extension Service, A & T State University and the Cabarrus County Board of Commissioners and shall become effective July 1, 1986. /s/ James W.
