217 The Board of Commissioners for the County of Cabarrus met in recessed session at the County Courthouse in Concord, North Carolina, on Thursday, November 5, 1987, at 4:00 P.M. Present - Chairman: James W. Lentz Commissioners: Kenneth F. Payne William G. Hamby, Jr. Martha H. Melvin R. Giles Moss Chairman Lentz read a thank you note received from The Honorable Bernie A. Edwards, Mayor of the City of Concord, for the flowers sent by the Board during his recent illness. Mr. Douglas M. Zawiskie, AIA, of Kimball Associates, P.A., reviewed the bids for the addition and alterations to the Cabarrus County Jail as presented to the Board on November 2, 1987. Mr. Charles D. McGinnis, County Manager, reported that three Prison Equipment Work bids had been received after the scheduled bid opening. He stated that the bid form provided to the bidders had listed an incorrect zip code and each of the three late bids had contained the incorrect zip code as part of the address. Mr. McGinnis further stated that although the bids could not be opened administratively the Board could choose to open the bids if they so desired. UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and unanimously carried, the Board moved to make a finding that all those bids were sent timely and that through our error were not received timely and therefore the Board should proceed with the opening of those bids. The bids as opened by the Board were as follows. PRISON EQUIPMENT WORK COMPANY Electronic Controls Security, Inc. Willo Products Company Jailcraft, Inc. BID BOND TOTAL BID No Bid (Inquiry Only) X $1,104,000.00 X $1,178,000.00 Sheriff Robert Canaday stressed the need to proceed with the construc- tion of the addition to the jail. In regards to the Board's concern that the project was more than originally planned, he pointed out that it would be almost impossible to cut anything from the construction cost without jeopar- dizing jail facility standards. Sheriff Canaday further pointed out that some of the increase was due to the changes that the State had made during their review of the project. He also noted that the total project cost included such renovations to the existing facility as roof repairs, a radio equipment room, increased lighting, intercom system, smoke evacuation system, and smoke alarms. UPON MOTION of Commissioner Hamby, seconded by Commissioner Melvin with Commissioners Hamby, Melvin, and Moss voting for and Commissioner Payne and Chairman Lentz voting against, the Board accepted the low bids as received for the addition and alterations to the Cabarrus County Jail and authorized the architect to return and attempt to negotiate somewhat better prices if that is possible and further authorized the architect to begin negotiations with private companies with regards to the plumbing contract. The Board set a maximum of $3 million for the total jail project cost. The low bids as accepted by the Board were as follows: GENERAL CONSTRUCTION Cabarrus Construction Co., Inc. HVAC CONSTRUCTION Piping Plumbing Mechanical Contractors, Inc. ELECTRICAL CONSTRUCTION R. D. Franklin Electric, Inc. PRISON EQUIPMENT WORK Stewart-Decatur Security Systems, Inc. $1,452,750.00 $ 182,855.00 $ 185,600.00 $1,037,651.00 It was noted that the Board only accepted the low bids for the addition and alterations to the County Jail and made no award of any contracts on this date. The substitute motion by Chairman Lentz and seconded by Commissioner Payne that all bids be rejected and anticipate reletting the jail project in the spring of 1988 failed with Chairman Lentz and Commissioner Payne voting for and Commissioners Moss, Melvin, and Hamby voting against.
