451 <br /> <br /> The Board of Con~nissioners for the County of Cabarrus met in regular <br />session at the County Courthouse in Concord, North Carolina, on Monday, <br />July 25, 1988, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: Kenneth F. Payne <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> R. Giles Moss <br /> Vice-Chairman Payne called the meeting to order and presided until <br />Chairman Lentz's arrival at 4:15 P.M. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with <br />Chairman Lentz and Commissioners Melvin and Payne voting for and <br />Commissioners Hamby and Moss voting against, the Board authorized the bidding <br />of the audio-visual equipment for the Cabarrus County Governmental Center. <br /> The audio-visual system planned for the Commission Chamber in the <br />Governmental Center includes a 67-inch rear projection color video monitor, <br />five 13-inch color monitors, video camera, a speaker's podium containing a <br />VHS video cassette player, one U-matic video cassette player, one <br />slide-to-video transfer system, and a portable podium containing an overhead <br />transparency/opaque graphic-to-video transfer unit. Also included in the <br />plans are a studio monitor loudspeaker, microphones, hearing impaired system, <br />a Verbatim cassette recorder, and special lighting for the Chamber. It was <br />noted that the Logic Unit and Keyboard (N.I.C.) previously proposed for the <br />Commission Chamber had been deleted from the plans. The Logic Unit and <br />Keyboard would have enabled the Chamber audio-visual system to interface with <br />the building IBM computer. <br /> Mr. Blair D. Bennett, Finance Director, presented a proposal from <br />Wachovia Bank & Trust Company, N.A., to provide bond and money-market <br />consulting services to Cabarrus County at a cost of $5,500.00. He explained <br />that these services would be used in the preparation of the bond presentation <br />to be made in 1989. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board accepted the proposal from Wachovia Bank & <br />Trust Company, N.A., to provide bond and money-market consulting services to <br />Cabarrus County at a cost of $5,500.00. <br /> Chairman Lentz announced that the tentative meeting scheduled for <br />July 28, 1988, by the Board of Commissioners and the Concord Board of <br />Aldermen would be changed to a later date. <br /> The Board of Commissioners visited the Coddle Creek Reservoir site. <br /> Chairman Lentz recessed the meeting until 7:00 P.M. at the Holiday Inn <br />in Concord. <br /> The meeting was reconvened at 7:00 P.M. at the Holiday Inn. <br /> In the absence of the Clerk to the Board, the minutes were recorded by <br />Commissioner Melvin for the remainder of the meeting. <br /> UPON MOTION of Commissioner Moss, seconded by Commissioner Hamby and <br />unanimously carried, the Board moved to go into Executive Session to consider <br />applicants for the position of County Manager. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and <br />unanimously carried, the Executive Session was terminated. No action was taken by the Board. <br /> There being no further business to come before the Board, the meeting <br />was adjourned. <br /> <br />Clerk to the Board <br /> <br /> <br />
