<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />August 15, 1988, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Kenneth F. Payne
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> R. Giles Moss
<br /> The invocation was given by Reverend David Daniel of the Royal Oaks
<br />Presbyterian Church.
<br /> Mr. Starkey V. Sharp, Attorney, was present for the meeting in the
<br />absence of Mr. Fletcher L. Hartsell, Jr., County Attorney.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Payne and
<br />unanimously carried, the minutes of August 1, 1988, were approved as
<br />written.
<br /> Chairman Lentz opened the public hearing for the proposed Zoning Atlas
<br />and Text amendments.
<br /> Mr. Larry Loving, Planning Board Chairman, presented each of the
<br />amendments as recommended by the Planning Board. Mr. Jonathan Marshall,
<br />member of the County Planning staff, reviewed the location of each of the
<br />areas proposed for rezoning. Public input was received regarding each
<br />amendment prior to action by the Board.

<br />ZONING ATLAS AMENDMENTS
<br />1) Petition 88-11. Thomas & Dora Beane, Cold Springs Road, township g,
<br /> Map/PIN 5559-86-5370, 86-9215. Wishes to rezone from I-X and ARR to
<br /> I-1. Planning Board voted 4-0 to deny this petition.
<br />
<br /> Mr. Larry Loving reported that Thomas and Dora Beane, petitioners, had
<br />asked that Petition 88-11 be tabled until the next meeting. The petitioners
<br />were present and concurred with this request.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and
<br />unanimously carried, the Board tabled Petition 88-11 until next month at
<br />the zoning meeting.

<br />Petition 88-12. Troy & Ruth Cook, Stough Road, township 11, Map/PIN
<br />5518-67-9256 (Portion). Wishes to rezone from ARR/RDO to I-2.
<br />Planning Board voted 4-0 to approve this petition.
<br />
<br />Mr. Troy Cook, petitioner, spoke in support of the requested rezoning.
<br />Mr. Branson Jones, Executive Vice-President of the Greater Cabarrus
<br />County Economic Development Corporation, spoke in favor of the rezoning on
<br />behalf of the Corporation and Mr. Gary Carr of Shelter Components in order
<br />to permit the location of the distribution division of Shelter Components
<br />on the site.
<br /> There was no one present to speak against the requested rezoning, and
<br />the public hearing for Petition 88-12 was closed.
<br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby and
<br />unanimously carried, the Board approved Petition 88-12 by Troy and Ruth
<br />Cook to rezone property on Stough Road, Map/PIN 5518-67-9256 (Portion) from
<br />ARR/RDO to I-2.

<br />ZONING TEXT AMENDMENT
<br />

<br />
<br />Petition 88-07. Staff Request. 5.10. Screening Requirements. Tabled
<br />at the June 20, 1988 meeting, sent back to the Planning Board July 18,
<br />1988. The proposed amendment has been changed to allow a choice from
<br />five alternatives and to include a list of acceptable shrubs, trees,
<br />and vines. Planning Board voted 4-0 to approve this petition.
<br />
<br /> Mr. Bill Powlas, owner of Bill's Junk Yard, stated he had no
<br />opposition to the proposed amendment.
<br /> Ms. Annette Cash, resident of Pharr Mill Road, complained of the
<br />salvage yard located on that road as well as the trash thrown along the
<br />roadway.
<br /> Ms. Linda Rankin, resident of Pharr Mill Road, objected to the pro-
<br />posed text amendment. She presented a petition which she stated contained
<br />98 signatures "to show support of a zoning amendment requiring opaque
<br />fencing with landscaping, or a berm, around all junk yards in Cabarrus
<br />County."
