<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session at the County Courthouse in Concord, North Carolina, on Monday,
<br />August 22, 1988, at 4:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: Kenneth F. Payne
<br /> William G. Hamby, Jr.
<br /> Martha H. Melvin
<br /> R. Giles Moss
<br /> Commissioner Moss was absent for the beginning of the meeting.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani-
<br />mously carried, the Board appointed Mr. Don T. Howell to the Cabarrus
<br />Utilities Advisory Board as recommended by the Concord Board of Aldermen.
<br /> Dr. Joseph Fries, Cabarrus County Schools Superintendent, and Dr.
<br />Jesse B. Register, Assistant Superintendent, reviewed the plans of the Board
<br />of Education to purchase property on Walker Road for the construction of the
<br />new Mt. Pleasant High School. During discussion of the proposed site, Dr.
<br />Fries indicated that the School Board would have an interest in participating
<br />in the cost of providing sewer service to the site.
<br /> Commissioner Moss arrived at 4:15 P.M. and was present for the remainder
<br />of the meeting.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani-
<br />mously carried, the Board approved the purchase price of $100,000.00 for the
<br />Stewart M. Brafford property on Walker Road and the purchase price up to
<br />$273,286.52 for the Annie A. and Michela A. Herlant property on Walker Road by
<br />the Cabarrus County Board of Education in accordance with the provisions of
<br />the purchase contracts. This property will be the site for the new Mt.
<br />Pleasant High School.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani-
<br />mously carried,the Board by resolution authorized the exchange of a
<br />right-of-way approximately 45 feet in width and 3,500 feet in length (3.53
<br />acres) leading from Irish Potato Road to the property of Junior Lee Goodman
<br />and wife Virginia Ann Goodman, and worth approximately $4,000.00, for the fee
<br />simple ownership of a strip of land approximately 50 feet in width and 1,500
<br />feet in length (5.248 acres) along an old boundary of the Cabarrus County
<br />Landfill, worth approximately the same amount.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne and unani-
<br />mously carried, the Board authorized the payment of the invoice in the amount
<br />of $1,999.53 from Kimball Associates, P.A., architect for the Cabarrus County
<br />Jail Addition.
<br /> Chairman Lentz deferred consideration of Change Order 12-Gl of the
<br />General Construction contract for the Cabarrus County Governmental Center
<br />until the meeting on August 29, 1988.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with
<br />Chairman Lentz and Commissioners Melvin and Payne voting for and Commissioners
<br />Hamby and Moss voting against, the Board authorized the execution of Change
<br />Order Number 12-El with Walter Carter, Inc., for the Electrical Work on the
<br />Cabarrus County Governmental Center project in the amount of $3,635.00. This
<br />change order included the material, labor, tools, and equipment necessary to
<br />relocate the existing secondary service to the structure now occupied by the
<br />United States Post Office in accordance with all applicable codes and
<br />standards, using "Method A" as outlined in the proposal dated July 25, 1988,
<br />from Walter Carter, Inc.
<br /> Chairman Lentz presented the contract which he had signed with Soil and
<br /> Material Engineers, Inc. of Charlotte for construction testing of the Cabarrus
<br /> County Governmental Center. This testing will be billed on an hourly rate
<br /> with an estimated total cost of $74,900.00.
<br /> The following bids were received on this date for the demolition of six
<br /> County buildings on Barbrick Avenue (Base Bid) and one building on Union
<br /> Street (Alternate Bid).
