130 <br /> <br /> The Board of Commissioners for the County of Cabarrus met in recessed <br />session at the County Courthouse in Concord, North Carolina, on Thursday, June <br />15, 1989, at 4:00 P.M. <br /> Present - Chairman: James W. Lentz <br /> Commissioners: R. Giles Moss <br /> William G. Hamby, Jr. <br /> Martha H. Melvin <br /> Billy J. Simmons, Jr. <br /> Ms. Kathy Hales, representing County employees, presented concerns relative <br />to the Board's action freezing employees' salaries for ninety (90) days. She <br />requested that the Personnel Committee be permitted to conduct its study and make <br />recommendations before action is taken by the Board. Ms. Hales invited the Board <br />members to visit County departments in order to learn more about the employees <br />and the services they provide. <br /> The Board received the presentation by Ms. Hales as information only and <br />took no action. <br /> Mr. Michael M. Ruffin, County Manager, presented the proposed 1989-1990 <br />Cabarrus County Budget Ordinance. He called the Board's attention to the <br />restricted Schools-Current Expense appropriations, specifically the Regular <br />Instructional Program funds in the amount of $1,834,347.00 for the Cabarrus <br />County Schools and $461,655.00 for the Kannapolis City Schools. He pointed out <br />that both Schools-Current Expense appropriations had been equalized in accordance <br />with the North Carolina General Statutes. During review of the proposed <br />Ordinance, Mr. Ruffin also advised the Board that $7,000.00 had been added to <br />the Recreation Department for part-time salaries to compensate for the full- <br />time position that was eliminated by the Board. He also noted that the Board's <br />action deferring automatic increases for employees did not affect the <br />appropriations shown in the proposed Budget Ordinance. <br /> The motion made by Chairman Lentz to remove the mandate from the motion <br />of June 12 placing restrictions on the Schools Current Expense-Regular <br />Instructional Program appropriation and to allow the Schools to use that <br />appropriation as they see fit died for lack of second. <br /> Motion by Commissioner Simmons and seconded by Commissioner Hamby to adopt <br />the 1989-1990 Cabarrus County Budget Ordinance as presented by the County Manager <br />failed with Commissioners Hamby and Simmons voting for and Commissioners Moss <br />and Melvin and Chairman Lentz voting against. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with Chairman <br />Lentz and Commissioners Hamby and Simmons voting for and Commissioners Moss and <br />Melvin voting against, the Board agreed to remove the mandate restricting the <br />Cabarrus County Schools-Current Expense-Regular Instruction Program appropriation <br />of $1,834,347.00 and the Kannapolis City Schools-Current Expense-Regular <br />Instruction Program funds of $461,655.00. The Board further agreed to send a <br />letter of request to the School Boards encouraging them to use those funds for <br />the Regular Instruction Program supplies. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons with <br />Commissioners Hamby and Simmons and Chairman Lentz voting for and Commissioners <br />Melvin and Moss voting against, the Board adopted the following 1989-1990 <br />Cabarrus County Budget Ordinance as amended removing the restrictions on the <br />Schools-Current Expense-Regular Instructional Program appropriations, deleting <br />Section VI(A), and renumbering paragraphs B, C, and D as A, B, and C. <br /> <br /> CABARRUS COUNTY <br />BUDGET ORDINANCE <br />FISCAL YEAR 1989-1990 <br /> <br /> BE IT ORDAINED by the Board of Commissioners of Cabarrus County, North <br />Carolina: <br /> <br />Section 1. General Fund <br /> <br /> A. It is estimated that the following revenues will be available in the <br />General Fund for the fiscal year beginning July 1, 1989, and ending June 30, <br />1990: <br /> <br />Ad Valorem Tax <br />Other Taxes <br />Intergovernmental Revenue <br />Licenses and Permits <br />Sales and Services <br />Investment Earnings <br /> <br />$17,389,825.00 <br />11,269,000.00 <br />5,027,892.00 <br />775,200.00 <br />1,928,858.00 <br />815,000.00 <br /> <br /> <br />
