<br /> The Board of Commissioners for the County of Cabarrus met in recessed
<br />session in the Sheriff's Department Training Center in Concord, North Carolina
<br />on Monday, September 25, 1989, at 5:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss
<br /> William G. Hamby, Jr.
<br /> Billy J. Simmons, Jr.
<br /> Absent - Commissioner: Martha H. Melvin
<br /> Dinner prepared in the kitchen of the Cabarrus County Jail was served to
<br />members of the Board, Personnel Committee, staff, and news media.
<br /> Mr. Michael M. Ruffin, County Manager and Chairman of the Personnel
<br />Committee, presented a brief overview of issues which had been addressed by the
<br />Personnel Committee. He noted that the Personnel Committee had unanimously
<br />recommended the adoption of the proposed Ordinance by the Board of Commissioners.
<br /> Mr. Lewis Williams, Veterans Service Officer and Vice-Chairman of the
<br />Personnel Committee, recognized members of the Personnel Committee: Mr. James
<br />F. Cook, Jr., Social Services Director; Dr. William F. Pilkington, Health
<br />Director; Mr. F. E. Isenhour, Jr., Zoning Administrator; Ms. Cynthia Eades,
<br />Personnel Officer; Ms. Londa Strong, Assistant Recreation Director Ms. Gerri
<br />Nash, Emergency Services Secretary; Ms. Jeanne Dixon, Social Services Child
<br />Support Agent; Ms. Gina Goff, Public Health Educator; Sheriff Robert Canaday;
<br />Ms. Cathy Hales, Public Health Nurse; and Mr. Danny Seamone, Property Tax
<br />Appraiser.
<br /> Ms. Cynthia Eades, Personnel Officer, outlined the recommended Ordinance
<br />revisions which included matters relative to the following: pay plan, automatic
<br />pay increases, educational incentive program, recruitment and employment, sexual
<br />harassment, vacation and sick leave, adverse weather conditions,
<br />separation/dismissal actions, and grievance procedure. Ms. Eades also reviewed
<br />the following policies which were included in the appendix of the Personnel
<br />Ordinance: Wage and Hour, Travel, Pre-employment Drug Testing, and AIDS.
<br /> The Board agreed to further discuss the proposed Personnel Ordinance at
<br />its next meeting on October 2, 1989.
<br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Hamby with
<br />Commissioners Simmons, Hamby, and Moss and Chairman Lentz voting for, the Board
<br />agreed to pay the back wages to Ambulance Service employees for the period July,
<br />1987 through July, 1989 on the October 13, 1989 payroll. The back wages for non-
<br />compliance with the Fair Labor Standards Act as shown on the "Summary of Unpaid
<br />Wages" dated September 8, 1989 and submitted by Ms. Janet L. Campbell, Compliance
<br />Officer of the United States Department of Labor, were as follows.
