<br /> The Board of Commissioners for the County of Cabarrus met in regular
<br />session in the Superior Courtroom at the County Courthouse in Concord, North
<br />Carolina, on Monday, November 6, 1989, at 7:00 P.M.
<br /> Present - Chairman: James W. Lentz
<br /> Commissioners: R. Giles Moss

<br /> The invocation was given by Dr. Charles Howell of Pitts Baptist Church.
<br /> At 7:00 P.M., Chairman Lentz called to order the Public Information Meeting
<br />concerning the potential development of a Cabarrus County Airport.
<br /> Mr. Glenn A. Kay, Director of Aviation Planning with Talbert, Cox and
<br />Associates, Inc., presented information relative to the proposed Cabarrus County
<br />Airport and update of the environmental assessment study.
<br /> The following persons spoke in opposition to the development of the
<br />proposed airport.

<br /> Arguments expressed against the proposed airport included the County's
<br />handling of the environmental assessment study, purchase of the land prior to
<br />approval by the Federal Aviation Administration, alleged failure to follow the
<br />guidelines of the Federal Aviation Administration Handbook, the cost of
<br />developing an airport, the proximity to the Charlotte Douglas International
<br />Airport and the Rowan County Airport, devaluation of adjacent residential
<br />property, lack of economic justification, the development of a private airport
<br />in the Midland area, the need to establish education and water/sewer services
<br />as priorities for the county, and the desire for the airport issue to be put to
<br />a vote by the people.

<br /> Mr. A1 Thigpen - 5395 Mooresville Road, Kannapolis
<br /> Mr. Tom Grady - Miramar Street, Concord

<br /> Arguments in support of the proposed airport included economic development
<br />and balanced growth, creation of more job opportunities, alleviation of highway
<br />congestion, generation of new taxes, the loss of County tax funds for those
<br />aircraft currently based in another county, and the attraction of new industry
<br />to Cabarrus County.
<br /> There being no one else present who had signed up to speak, Chairman Lentz
<br />closed the Public Information Meeting concerning the proposed airport at 8:50
<br />P.M. He recessed the meeting until 9:00 P.M.
