Ms. Katherine Stafford, Chairperson, called the meeting to order at 7:04 p.m. Members present in addition to the Chair were Mr. Lewis Brownlow, Ms. Janice Harkey, Mr. Ed Hill, Mr. R. Vernon ~eter, Mr. Walter Kiefer, Mr. Benjamin Lane, Mr. Dewey Moose, Jr., and Mr. Aaron Ritchie. Attending from the Planning, Zoning and Building Inspection Department were Mn:. JOnathan B. Marshall, Senior Planner and Ms. PhYllis C. Carr. Also attending was Mr. Richard Koch, Attorney for ~e Planning and Zoning Commission. There being no corrections to the December 21, 1995 Minutes, Mr. Jeter MOTIONED, seconded by Mr. Brow~ow to approve the mfinutes as mailed. The vote was unanimous. The Chair imroduced the first item on the Agenda, Preliminary Subdivision Plat Approval: . Applicant:..Develocon, !nc. Request: Preliminary Subdivision.Plat Approval This was a request to the Cabarms County Planning and Zorfing Commission from Develocon, Inc., to have their subdivision plat Windy Ridge approved preliminary. Mr. Jonathan Marshall, Staff Member, addressed the Board presenting Windy Ridge subdivision stating that this subdivision is zoned both Low Density Residential and Low Density Residential/Watershed Overlay. He said the only lots affected by the 'WaterShed Overlay are those that front on Windy Road itself. The entire subdivision will[fall within the protected area, but the critical -areas are what is most important and the lots fronting on Windy Road will need to be two acres because of that.
