CABAl:II]US COUNTY <br />NORTH CAROLINA <br /> <br />Planning and Zoning Commission Minutes <br />November 16, 1995 <br />7:00 P.M. <br /> <br />Ms. Katherine Stafford, Chairperson, called the meeting to order at 7:00 <br />Members present in addition to the Chair were Mr. Lewis Brownlow, Ms. Janice <br />Harkey, Mr. Ed Hill, Mr. R. Vernon Jeter, Mr. Walter Kiefer, Mr. Benjamin Lane, <br />Mr. Dewey Moose, and Mr. Aaron Ritchie. Attending from ~e Planning, Zoning <br />and Building Inspection Department were Mr. Jonathan B. Marshall, .Senior <br />Planner., and Ms. Phyllis C. Carr. Also attending was Mr.. Richard Koch, Attorney <br />for the Planning and Zoning Commission. <br /> <br />There being no corrections to the-October 19, 1995 Minutes, Mr. <br />MOTIONED, seconded by Ms. Harkey to approve ~e minutes as submitted. <br />vote was unanimous. <br /> . <br /> <br />Jeter <br />Tlle <br /> <br />Old Business <br /> <br />The Chair introduced the first item of business on the Agenda, Vested Rights: <br /> <br />Applicant: Mr, Tony Ha.rp.e~ <br />.Rea~est:. .Vested. Righ__ts <br /> <br />This was a request to the Cabarms County Planning and Zoning <br />Commission from Mr. Tony Harper for Vested Rights. <br /> <br />Mr. Jonathan Marshall, Staff Member, addressed the Board stating' <br />the request for vested rights resulted as part of our proposed rezoning <br />of the area of N.C. 24/27 and Old Camden Road. He said Mr. <br />Harper wishes to have his rights to operate or develop a <br />Nursery/Greenhouse on that site vested. To vest his fights, he needs <br />to submit to the Board a site plan. Mr. Marshall said he has not <br />received the site plan at this time and he suggests the board do hold <br />the public heating and see if Mr. Harper is here tonight and wants to <br />submit the plan. He said it would be up to the board if they wanted to <br />close the public hearing and table the action until next month. Mr. <br />Marshall said under the changed Limited Commercial the <br />Nursery/Greenhouse would not be permitted.
