COUAJ, <br /> NORTH CAROLINA <br /> ; '~ '"' ~411nu tws <br />Planning: and Zomng Comm~sslon ' ~" <br /> <br /> December 21. 1995 <br /> 7:00 P.M. <br /> <br />Ms. Katherine StaffOrd., Chairperson, called the meeting to order at 7':00 p.m. <br />Members present, in addition to the Chair were Mr. LeWis Brownlow, Ms. Janice <br />Harkey, Mr. Walter Kiefer, Mr. Benjamin Lane, Mr. Dewey Moose, and Mr. Aaron <br />RitcP~e. Attendhqg from the Planning, Zo.ning and Building Inspection Department <br />were Mr. Gerald A. Newton, Director, Mr. Jonathan B. Marshall, Senior Planner, <br />Mr. Michael L. Byrd, Transportation Planner and Ms. Phyllis C. Carr. Also <br />~attending was Mr. Richard Koch, Attorney for the Planning and Zoning <br />Commission. <br /> <br />There being no correction to the November 16, 1995 Minutes, Mr. Ritchie <br />MOTIONED, seconded by Mr. Moose to approve the rvdnutes as mailed. The vote <br />was unanimous. <br /> <br />Old Business <br /> <br />The Chair introduced the first item of old business on the Agenda, Vested Right <br />Request: <br /> <br />1. Avvlicant: Mr. Tony Hamer <br /> Request: Vested Right Request <br /> <br />This was a request to the Cabarms County Planning and Zoning <br />Com~ssion from Mr. Tony Harper for Vested Right. <br /> <br />Mr. JOnathan Marshall, Staff Member, presented Mr. Harper's vested <br />fights stating that his property falls with/n that area where we .had the <br />administrative rezoning on, Highway 24/27 near the county line. Mr. <br />Harper has sUbmitted a map of what exist on the property now, which <br />is a shared driveway between he and the adjacent lot going back to his <br />home..Mr. Harper intends to construct his nursery and greenhouse <br />business at the front of his property. He is requesting that his rights to <br />develop this nursery/greenhouse be vested for two years. <br /> <br /> Planning, Zoning, and Building Inspection <br /> <br />P. O.
