Ms. Katherine StaffOrd., Chairperson, called the meeting to order at 7':00 p.m. Members present, in addition to the Chair were Mr. LeWis Brownlow, Ms. Janice Harkey, Mr. Walter Kiefer, Mr. Benjamin Lane, Mr. Dewey Moose, and Mr. Aaron RitcP~e. Attendhqg from the Planning, Zo.ning and Building Inspection Department were Mr. Gerald A. Newton, Director, Mr. Jonathan B. Marshall, Senior Planner, Mr. Michael L. Byrd, Transportation Planner and Ms. Phyllis C. Carr. Also ~attending was Mr. Richard Koch, Attorney for the Planning and Zoning Commission. There being no correction to the November 16, 1995 Minutes, Mr. Ritchie MOTIONED, seconded by Mr. Moose to approve the rvdnutes as mailed. The vote was unanimous. Old Business The Chair introduced the first item of old business on the Agenda, Vested Right Request: 1. Avvlicant: Mr. Tony Hamer Request: Vested Right Request This was a request to the Cabarms County Planning and Zoning Com~ssion from Mr. Tony Harper for Vested Right. Mr. JOnathan Marshall, Staff Member, presented Mr. Harper's vested fights stating that his property falls with/n that area where we .had the administrative rezoning on, Highway 24/27 near the county line. Mr. Harper has sUbmitted a map of what exist on the property now, which is a shared driveway between he and the adjacent lot going back to his home..Mr. Harper intends to construct his nursery and greenhouse business at the front of his property.
