NORTH CAROLINA ' <br /> <br />Planning and Zoning Commission Minutes <br />October 16, 1997 <br />7:00 P.M. <br /> <br />Mr. Ed Hill, .Chairperson, called the meeting to order at 7:00 p.m. Members <br />present in addition to the Chair were Mr. Clyde Drye, Jr., Mr. Thomas <br />Dwiggins, Mr..Carleton Hobbs, Mr. Walter Kiefer, Mr. Benjamin Lane, Mr. <br />Dewey Moose, Mr. Aaron Ritchie and Mr. Ric Starnes.. Attending from the <br />Planning Services' Department were Mr. Jonathan B. Marshall, Planning Services <br />DireCtor, Mr~ Brad .Lagano, Senior Planner and Ms. Phyllis' C. Carr. Also <br />attending was. Mr. Richard Koch,' Attorney for the Planning and Zoning <br />Commission. <br /> <br />Mr. Dwiggins MOTIONED to approve the Minutes as amended, With additional <br />findings of fact for Conditional Use Application.213(C), seconded by Mr. Drye. <br />The vote was unanimous (SEE ATTACHMENT A). <br /> <br />The Chair went through the agenda for the Board members and the citizens. <br /> <br />The Chair introduced the first item on the Agenda, Zoning Atlas Amendment, <br />Petition 97-17: <br /> <br />le <br /> <br />Applicant: Celeste Barnhardt Montgomery <br />Request: Zoning Atlas. Amendment <br /> <br />This was a'request to the Cabarrus County Planning and Zoning <br />Commission from Celeste Barnhardt Montgomery, PIN 5641-50- <br />3751, to have her property located at 3051 Highway 73 East, <br />rezoned from Medium Density Residential to Low Density <br />Residential - Special Use, to place one double wide mobile home <br />on property to rent. <br /> <br />Mr. Brad Lagano, Senior Planner, addressed the Board presenting <br />Petition 97-17 and Staff Analysis stating that Ms. Montgomery <br />would like to place one double wide mobile home on her property <br />to rent. Mr. Lagano said to the east of the three acre parcel is a one <br />acre tract also owned by Ms. Montgomery in which she has a <br /> <br /> Planning Services Division <br /> <br />P. O.
