[CABARRUS COUN <br /> NORTH CAROLINA <br /> <br />Planning and Zoning Commission Minutes <br />November 19, 1998 <br />7':00 P.M. <br /> <br />Mr. Ed Hill, Chairperson, called the meeting to order at 7:25 p.m. <br />Members present in addition to the Chair were Ms. Monica Davis, Mr. <br />Clyde Drye, Jr., Mr. Thomas Dwiggins, Mr. Carleton Hobbs, .Ms. Martha <br />Kiker, Mr. Dewey Moose, Jr., Mr. Aaron Ritchie, and Mr. Ric Starnes. <br />Attending from the Planning and Development Services Division were Mr. <br />Michael K. Downs, Development Services Director, Mr. Jay Lowe, Zoning <br />Inspector,-Mr. Brad Lagano, Senior Planner and Ms. Phyllis C. Carr. <br />Also attending was Mr. Richard Koch, Attorney for the Planning and <br />Zoning Commission. <br /> <br />There being no corrections to the October 1st and 15th Minutes, Mr. <br />Hobbs MOTIONED, seconded by Mr. Dwiggins to approve the October 1st <br />minutes as mailed. The vote was unanimous. Mr. Ritchie MOTIONED, <br />seconded by Mr. Hobbs to approve the October 15th .minutes as mailed. <br />The vote was unanimous. <br /> <br />New Business <br /> <br />The Chair said parting from the agenda that we have, he is going to allow <br />a gentleman to make a brief presentation on the Unified Ordinance <br />because he has to attend another meeting. <br /> <br />Mr. Tim Drye, President of Eastern CabarrUs Citizens' Organization, <br />addressed the Board stating this presentation is .in regards to. the 1999 <br />Unified Zoning Ordinance. He said the organization has had several <br />meetings regarding this ordinance. Mr. Drye said that they believe that a <br />person should be able to do as they wish with their own land, and they <br />realize that property rights go both ways. He said they believe that land <br />has rights as well as people regardless of the outcry. They realize that <br />zoning is necessary and is an ongoing evolving process. Mr. Drye said <br />the eastern part of our county comprises the last portion of agricultural <br />open land and one of the few areas that would allow mobile home <br />subdivisions.
