NORIH CASOLtNA Planning and Zoning Commission Minutes April 16, 1998 7:00 P.M. Mr. Ed Hill, Chairperson, Called the meeting m order at 7:02 p.m. Members present in addition to the 'Chair were Ms. Monica Davis, Mr. Thomas Dwiggins, Mr. Carleton Hobbs, Mr. Walter Kiefer, Mr. Dewey Moose, jr., Mr. Aaron Ritchie and Mr. Ric Statues. Attending from the Planning Services Department were Mr. Brad Lagano, Senior Planner and Ms. Phyllis C. Carr. Also attending was Mr. Richard Koch, Attorney for the: Planning and Zoning Commission. The Chair asked if there were any' corrections to the March 19, 1998 Minutes. Mr. Koch, Attorney for the Board said he had a correction that he would like to propose for the minutes. Page 7, secOnd to the last paragraph. He said this relates to Petition C98- 01(R ), which was the landfill that was considered at the last meeting.- Mr. Koch second to the last paragraph where it begins there being no further comments, Mr. Kiefer motioned to deny C98-01(R ). He said he propose that the balance of the language in that sentence be: changed m instead of beginning with the word contingent, should read "based on the lack of .conformance .with the Midland Area Plan, traffic concerns, and the potential for mn-off and methane gas from the Site"', seconded by Mr. Statues. After corrections were made to the Minutes, Mr. Kiefer MOTIONED, seconded by Mr. Dwiggins to approve the minutes with the changes. The vote was unanimous. Mr. Dwiggins said to the Chair this board lost a good friend .yesterday, Mr. Allan Boger who covered our activities on behalf of the Independent Tribune. He said Mr. Boger suffered a massive heart attack and died three years after suffering a debilitating stroke.
