Mr. Ed Hill, Chairperson, called the meting to order at .7:00 p.m. Members present in addition to the Chair were Mr. Bill Babb, Mr. Clyde Drye, Jr., Mr. Thomas Dwiggins, Mr.' Carleton Hobbs, Mr, Walter Kiefer, Ms. Martha Kiker, Mr. Aaron Ritchie and Mr, Ric Starnes. Attending from the Planning Services Division were Mr. Jonathan B. Marshall, Director, Mr. Brad Lagano, Senior Planner, and Ms. Phyllis C. Carr. Also attending was Mr. Richard Koch, Attorney for the Planning and Zoning Commission. There being no corrections to the June 18, 1998 Minutes, Mr. Kiefer MOTIONED, seconded by Mr. Ritchie to approve the minutes as mailed. The vote was unanimous. The Chair introduced the first item on the Agenda, Function, Variance 131(V)' Board of Adjustment The Chair stated that this Board also decides planning and Zoning functions which is a quasi-judicial function. Anyone wishing to speak to this issue will need to be sworn in. Mr. Jonathan B. Marshall, Director, said to the Chair since Mr. Ric Starnes, board member, was not present the Board may want to delay this variance because it will take an 8 to 0 vote to pass this. The Chair postponed Variance 131(V) until Mr. Starnes was present. The Chair introduced the second item on the Agenda, Preliminary Subdivision Plat Approval, Petition C98-07(S)' e Applicant: Bryan Properties, Inc. Request: Preliminary Subdivision Plat Approval This was a request to the Cabarrus County Planning and Zoning Commission from Bryan Properties, Inc., to have their subdivision Bryan's Green approved preliminary.
