Mr. Ed Hill, Chairperson, called the meeting to order at 7:00 p.m. Members present in addition to the Chair were Mr. Clyde Drye, Jr., Mr. Thomas ~Dwiggins, Mr. Carleton Hobbs, Mr. Walter Kiefer, Ms. Martha Kiker, Mr. Dewey Moose, Ir., Mr. Aaron Ritchie, and Mr.. Ric Starnes. Attending from the Planning and Development Services Division were Mr. Brad Lagano, Senior Planner, Mr. Jay Lowe, Zoning Inspector, and 'Ms. Phyllis C. Carr. Also attending was Mr. Richard Koch, Attorney for the Planning and Zoning Commission. There being no corrections to the August 20, 1998 Minutes, Mr. Ritchie MOTIONED, seconded by Mr. Hobbs to approve the minutes as mailed. The vote was unanimous. The Chair introduced the first item on the Agenda, Zoning Atlas Amendment, Petition C98-11 (R)' · le Applicant: Dennis Hartley Request: Zoning Atlas Amendment This was a request to the Cabarrus County Planning and Zoning Commission from Mr. Dennis Hartley to have property located directly off of Highway 49 near Adams Creek on the 'south side rezoned from Low Density Residential (LDR) to Agricultural/Open Special Use (AO-SU). Purpose - to construct and operate a farm equipment sales and service facility.. Mr. Brad Lagano, Senior Planner, said before he presents the staff report, there are three items that he would like to mention. First, he handed out two additional documents to each member that concerns this rezoning. He said the first one is a rough sketch of .the site plan that was submitted by the applicant. The second is a letter in opposition to the rez0ning request that was submitted by a .resident of the area.
