IC^BARRUS COU TY <br />NORTH CAROLINA <br /> <br />Planning and Zoning Commission Minutes <br />September 17, 1998 <br />7:00 P.M. <br /> <br />Mr. Ed Hill, Chairperson, called the meeting to order at 7:00 p.m. Members <br />present in addition to the Chair were Mr. Clyde Drye, Jr., Mr. Thomas ~Dwiggins, <br />Mr. Carleton Hobbs, Mr. Walter Kiefer, Ms. Martha Kiker, Mr. Dewey Moose, Ir., <br />Mr. Aaron Ritchie, and Mr.. Ric Starnes. Attending from the Planning and <br />Development Services Division were Mr. Brad Lagano, Senior Planner, Mr. Jay <br />Lowe, Zoning Inspector, and 'Ms. Phyllis C. Carr. Also attending was Mr. <br />Richard Koch, Attorney for the Planning and Zoning Commission. <br /> <br />There being no corrections to the August 20, 1998 Minutes, Mr. Ritchie <br />MOTIONED, seconded by Mr. Hobbs to approve the minutes as mailed. The <br />vote was unanimous. <br /> <br />The Chair introduced the first item on the Agenda, Zoning Atlas Amendment, <br />Petition C98-11 (R)' <br /> · <br /> <br />le <br /> <br />Applicant: Dennis Hartley <br />Request: Zoning Atlas Amendment <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Mr. Dennis Hartley to have property located <br />directly off of Highway 49 near Adams Creek on the 'south side <br />rezoned from Low Density Residential (LDR) to Agricultural/Open <br />Special Use (AO-SU). Purpose - to construct and operate a farm <br />equipment sales and service facility.. <br /> <br />Mr. Brad Lagano, Senior Planner, said before he presents the staff <br />report, there are three items that he would like to mention. First, he <br />handed out two additional documents to each member that <br />concerns this rezoning. He said the first one is a rough sketch of <br />.the site plan that was submitted by the applicant. The second is a <br />letter in opposition to the rez0ning request that was submitted by a <br />.resident of the area.
