NORTtt CAROLINA <br /> <br />Planning and Zoning Commission Minutes <br />January 15, 1998 <br />7:00 P.M. <br /> <br />Mr. Ed Hill Chairperson, calle~d the meeting to order at 7:00 P.M. Members present in <br />addition to the Chair were Mr. Thomas Dwiggins, Mr. Carleton Hobbs, Mr. Walter <br />Kiefer, Mr. Benjamin Lane, Mr. Dewey.Moose, Mr. Aaron Ritchie, and Mr. Ric Starnes. <br />Attending from the Planning Services and Development Services were Mr. Jonathan B. <br />Marshall, Planning Services Director, Mr. Brad Lagano, Senior Planner, Mr. Michael L. <br />Byrd, Transportation Planner, Mr. Jay Lowe, Zoning Inspector and Ms. Saundra Adcock. <br />Also attending was ~Mr. Richard Koch, Attorney for the Planning and Zoning Commission. <br /> <br />There being no corrections to the December 18, 1997 Minutes, Mr. Lane MOTIONED, <br />seconded by Mr. Ritchie to approve the minutes as mailed. The vote was unanimous. <br /> <br />The Chair then-went, through the agenda for the Board' members and. citizens stating that <br />Conditional Use Applications 215(C) Locust Golf Center, Inc., and 216(C) Neil Browder, <br />has been withdrawn. <br /> <br />Mr. Jonathan B. Marshall, Planning Services Director, stated to the Board and citizens <br />that Petition 98-02, Jones Brothers, which is identified as the A.B. Cook Property at N.C. <br />Highway 49 near the intersection of Cold Springs Road, the notification letters did not <br />properly reach all the adjacent property owners. The staff has withdrawn that petition and <br />it will come back before the Board next month. He said that is a staff error. Mr. Marshall <br />said the Board is missing a member and on that conditional use it would have to have been <br />a 8 to 0 vote to approve it fight now, so he suggested that the Board take the planning <br />board .functions first. <br /> <br />The. Chair introduced the first item <br />Approval' <br /> <br />on the Agenda, Preliminary Subdivision Plat <br /> <br />o <br /> <br />~plicant: J.R.H. of Kannapolis, Inc. <br />Request: ~ Preliminary Subdivision Plat Approval <br /> <br />This was a request to the Cabarms Planning and Zoning Commission from <br />J.R.H. of Kannapolis, Inc., to have their subdivision plat Avondale <br />Community Living approved preliminary. <br /> <br /> Planning Services Division <br /> <br />P.
