NORTIt CAROLIN~ <br />Planning and Zoning Commission Minutes <br /> August 19, 1999 <br /> 7:00 P.M. <br /> <br />Mr. Ed Hill, Chairperson, called the meeting to order at 7:09 p.m. Members <br />present in addition to the Chair were Mr. Clyde Drye, Jr., Mr. Thomas Dwiggins, <br />Mr. Carleton Hobbs, Mr. Walter Kiefer, Ms. Martha Kiker, Mr. Dewey Moose, Jr., <br />Mr. Aaron Ritchie and Mr. Ric Starnes. Also attending was Mr. Richard Koch, <br />Attorney fOr the Planning and Zoning Commission. <br /> <br />There being no corrections to the July 15, 1999 Minutes, Mr. Ritchie MOTIONED <br />to approve the minutes as mailed, seconded by Mr. Drye. The vote was <br />unanimous. <br /> <br />The Chair stated to the Board and citizens that the first item of business is a <br />Board of Adjustment function. He said the Board will be operating in a quasi- <br />judicial capaCity, we will' require sworn testimony, a public hearing will be held <br />and the vote must be 8 of 9 to approve' this item. <br /> <br />The Chair introduced the first item on the Agenda, Conditional Use Application <br />236(C)' <br /> <br />! <br /> <br />Applicant: SBA Towers, ]:nc. <br />Request: Conditional Use Application 236(C) <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Bill Bittner, SBA Towers, Inc., for a conditional <br />use application to construct a wireless telecommunications fadlity. <br /> <br />The Chair swore in IVlr. Jonathan L. Yates, IVlr. Steven C. Brown, Mr. <br />Clark Brewer, Ms. Laura J. Pinkham and Mr. Jay Lowe. <br /> <br />Mr..lay Lowe, Zoning Inspector, addressed the Board presenting <br />them with a map of the tower that is proposed and a letter from <br />Mr. Lambert who is in opposition of: this conditional use application. <br /> <br /> Planning Services Division <br /> <br />P.
