NORIH CAROLINA Planning and Zoning Commission Minutes September 15, 1994 7:00 P.M. Dr. Nancy H. Randall, Chairperson called the meeting to order at 7:05 p.m. Members present in addition to the Chair were Mr. Lewis Brownlow, Mr. Clyde Drye, Jr., Mr. Thomas Dwiggins, Ms. Janice Harkey, Mr. R. Vernon Jeter, Mr. Gerald Nichols, Mr. Robert Smith and Ms. Katherine Stafford. Attending from the Planning, Zoning and Building Inspection Department were Mr. Gerald A. Newton, Director, Mr. Michael Downs, Zoning Administrator, Mr. Jonathan Marshall, Planner II, and Ms. Phyllis C. Carr. Also attending was Mr. William Hamby, Jr., Attorney for the Planning and Zoning Commission. There being no corrections to the August 18, 1994 Minutes, Mr. Jeter MOTIONED, seconded by Mr. Dwiggins to approve the minUtes as mailed. The vote was unanimous. The Chair statext we have old business before the board tonight. She said she made an error at last month's meeting, and she .would like to extend her apologizes to Dr.~ Larrabee and all the other citizens who attended last month meeting. The Chair said this is a subdivision exception request concerning a right-of-way for some parcels. At the last meeting-there was 8 members present, and there was a motion made to approve the exception. The motion was a 4 to 4 vote, and she ruled at that time that the motion did not pass. We did not have a follow up motion that did pass, and that was the error she made. Old Business: The Chair introduced the first item of old business on the Agenda, Subdivision Exception Request, Petition 94'03(S)' le Applicant: Dr. Laura Larrabee. Request: Subdivision Exc~mion Request This was a request to the Cabarrus County Planning and Zoning Commission from Dr. Laura Larrabee for a subdivision exception request.
