Randall, Chairperson, called the meeting to order at 7:00 p.m. Members in <br />addition to the Chair were Mr. Alan Allison, Mr. Robert Amos, Mr. Lewis Brownlow, Mr. <br />Jerry Jordan, Mr. Edward Moose, Mr. Gerald Nichols, Mr. Robert Smith, and Ms. Katherine <br />Stafford. Attending from the Planning, ZOning, and Building Inspection Department were Mr. <br />Gerald A. Newton, Director, Mr. Jonathan B. Marshall, Planner II, Mr. Joseph Untz~ Zoning <br />Inspector, Mr. Jay Lowe, Zoning Technician, and Ms. Phyllis C. Carr. Also attending;Was Mr. <br />William G. Hamby, Jr., Attorney for the Planning and Zoning Commission. <br /> <br />There being no ~corrections to the November 18, 1993 Minutes, Mr. Smith MOTIONED, <br />seconded by Mr. Moose to'approve the .minutes as mailed. The vote~ was unanimous. <br /> <br />New Business <br /> <br />The Chair stated to the citizens that the first items on the agenda fall under the purview of our <br />Board of Adjustment Functions. She said this board serves in a number of capacities. As a <br />board of adjustment, we serve in a quasi-judicial capacity and in the two particular cases this <br />evening, the board will be evaluating request for conditional use permits. The Chair then <br />explained to the citizens what a conditional use is stating a conditional use is one that is <br />generally permitted in a use district, in a zoning classification. It is not an outfight permitted <br />use, but it is one that if all of the conditions specified in our ordinanCe are met, then we as a <br />board are obligated to approve it as a conditional use. The Chair also specified that in order to <br />approve a conditional use permit, the board must approve it by 80 percent of members present <br />and that is a vote of at least 8 in the affirmative. <br /> <br /> Planning and Zoning Department <br />P.O.
