eeeeee <br /> <br /> Cabarrus County Planning and Zoning Commission Minutes <br /> March 19, 1992 <br />~ 7:00 P.M. <br />NORTH CAROL NA PUBLIC MEETING <br /> <br />Dr. Nancy Randall, Chairperson, called the meeting to order at 7'00 <br />p.m. Members present in addition to Chairperson Randall were Mr. <br />Alan Allison, Mr. Robert Amos, Mr. David Hartgen, Mr. Timothy Huie, <br />Mr. Howard Hurlocker, Mr. Kenneth Olio-Mills, Mr. Robert Smith and <br />Ms. Katherine Stafford. Attending from the Planning, Zoning and <br />Building Inspection Department were Mr. Gerald A. Newton, Director, <br />-Mr. Michael K. Downs, Zoning Administrator, Mr. Jonathan B. <br />Marshall, Planner II and Ms. Phyllis C. Carr. Also attending was <br />Mr. William Alexander, Attorney for the Cabarrus County Planning <br />and Zoning Commission. <br /> <br />Chairperson Randall stated she did note two corrections to the <br />minutes, on page 16, paragraph 6, "Chairperson Randall stated to <br />Mr. Shultz that the board needs to stay focused on this rezoning. <br />She does see the relevance of the noise ordinance but not the <br />discussion of mufflers." Paragraph 7, "Mr. Bill Boger, resident,/~ <br />addressed the board in favo.r of this petition stating he does not <br />have any problem with this rezoning. Chairperson Randall added, <br />upon questioning, Mr. Boger acknowledged he was a not resident on <br />this property." There being no further additions or changes to the <br />minutes, Mr. Hurlocker MOTIONED, seconded by Mr. Amos to approve <br />the Minutes as amended. The vote was unanimous. <br /> <br />Chairperson Randall stated she would like to apologize to the <br />people from the University of North CarOlina at Charlotte for the <br />incredible lengthy meeting last time and that they did not have the <br />opportunity to make their presentation that the board had requested <br />of them. She then read the first item on the Agenda, Presentation <br />on GIS from the University of North Carolina at Charlotte. <br /> <br />Ms. Sabrina Blackburn, Graduate Student at UNC-Charlotte, addressed <br />the board stating that the City of Concord has initiated efforts <br />with UNC Charlotte Geography and Earth Science Department to <br />complete a planning project using a geographic information system. <br />The study area for the project includes the City of Concord and <br />areas in the County. The focus of the project is to identify land <br />resources in the City and surrounding areas that are best suited <br />for future development and to determine the best types of <br />development that should occur. While the City initiated this <br />project, community growth is a function of not only City efforts <br />but also County efforts. The purpose of the presentation was 1) to <br />define GIS and how it works; 2) to define the advantages GIS offers <br />and 3) to describe the products and benefits of this project. <br /> <br /> <br />
