NORTH CAROLINA <br /> <br />Cabarrus County Planning and Zoning Commission Minutes <br />April 16, 1992 <br />7:00 P.M. <br /> <br />PUBLIC MEETING <br /> <br />Dr. Nancy Randall, Chairperson, called the meeting to order at 7:02 <br />p.m. Members present in addition to Chairperson Randall were Mr. <br />Alan Allison, Mr. Robert Amos, Mr. David Hartgen, Mr. Howard <br />Hurlocker, Mr. Edward Moose, Mr. Kenneth Olio-Mills, Mr. Dennis <br />Shultz, and Mr. Robert Smith. Attending from the Planning and <br />Zoning Department were Mr. Jonathan B. Marshall and Ms. Phyllis C. <br />Carr. Also attending was Mr. William Alexander, Attorney for the <br />Planning and Zoning Commission. <br /> <br />There being no corrections to the March 19, 1992 Minutes, Mr. <br />Hurlocker MOTIONED, seconded by Mr. Moose to approve the minutes as <br />mailed. The vote was unanimous. <br /> <br />Chairperson Randall introduced the first item on the Agenda, <br />Preliminary Plat Approval. <br /> <br />· <br /> <br />Applicant <br />~Request: <br /> <br />C.D. Blackwelder <br />Preliminary Plat Approval <br /> <br />This was a request <br />Zoning Commission <br />subdivision C.D. <br />preliminary. <br /> <br />to the Cabarrus County Planning and <br />from C.D. Blackwelder to have his <br /> Blackwelder Properties approved <br /> <br />Mr. Jonathan Marshall, Staff Member, presented this <br />subdivision to the board stating that this preliminary <br />plat approval was tabled at the last meeting. Mr. <br />Marshall said he received a letter from Mr. Tim Lowder, <br />City of Concord Engineer, stating that Mr. Blackwelder's <br />subdivision will not be annexed into the City of Concord. <br />Mr. Marshall said the staff recommends approval of this <br />preliminary subdivision with the use of a Class B road. <br /> <br />There being no fu~rther discussion, Mr. Smith MOTIONED, <br />seconded by Mr. Olio-Mills to approve C.D. Blackwelder's <br />property subdivisionpreliminary contingent on the letter <br />from Mr. Tim Lowder and Mr. Blackwelder meeting the <br />private road standards.
