Cabarrus County Planning and Zoning Commission <br /> September 19, 1991; 7:00 P.M. <br /> Cabarrus County Governmental Center <br /> <br />PUBLIC MEETING <br /> <br />Minutes <br /> <br />Dr. Nancy Randall, Chairperson, called the meeting to order at 7:00 <br />P.M. Members present in addition to Chairperson Randall were Mr. <br />Robert Amos, Ms. Doris Barbee, Mr. David Hartgen, Ms. Janice <br />Harkey, Mr. Howard Hurlocker, Mr. Kenneth Olio-Mills, Mr. Dennis <br />Shultz and Mr. Robert Smith. Attending from the Planning and <br />Zoning Department were Mr. Gerald A. Newton, Director, Mr. Michael <br />Downs, Zoning Administrator, Mr. Jonathan ~B- Marshall, Planner and <br />Ms. Phyllis C. Carr. Also present was Mr. William Alexander, <br />Attorney for the Planning and Zoning Commission. <br />With a correction to the minutes on page 17, Mr. Olio-Mills stated <br />he would make the same suggestion he made last month. Form a <br />committee of the most interested members of this Commission that <br />are concerned about it get the information from them and go out and <br />check it. The correction should be Mr. Olio-Mills stated that he <br />would make the same suggestion he made last month to those members <br />of this committee that are most interested in zoning enforcement <br />problems in this County to gather their information and for them <br />themselves, to go out and check it out. Until the Planning and <br />Zoning Department gets more staff they cannot do everything they <br />need to do. <br /> There being no further additions or corrections to the August 15, <br /> 199'1 Minutes, the Board voted to approve the minutes as corrected. <br /> Mr. Olio-Mills stated he received a carbon copy of a memo to Mr. <br /> New~on, Planning Director, from Mr. Simmons, Chairman, Board of <br /> Commissioners outlining the problem that has been brought up here <br /> month after month about lack of personnel for zoning enforcement. <br /> Unlike our previous County Board of Commissioners, this County <br /> Board of Commissioners that we have now is self conscious and watch <br /> if they see the need is arising <br /> ou~ after our tax dollars, however, <br /> within the departments for extra staff, they act quickly on it. <br /> Mr.: Olio-Mills asked Mr. Newton to share the memo with the Board <br /> and the citizens. ~ <br /> <br /> Mr. Newton stated a memo was sent to him September 9, 1991, from <br /> Bill Simmons, Chairman, Board of Commissioners, subject, zoning <br /> enforcement. The memo read, "at the Planning and Zoning Commission <br /> Meeting last mOnth, a topic of zoning enforcement came up again. <br /> Members of the Commission are concerned about what some perceives <br /> as a lack of enforcement, especially with regards to granted <br /> variances. Mike Downs informed some members of the Commission that <br /> he did not have sufficient staff to do the job adequately.
