M. <br /> <br />PUBLIC MEETING <br /> <br />Dr. Nancy Randall, Chairperson, called the meeting to order at 7:00 <br />p.m. Members present, in addition to Chairman Randall, were Mr. <br />David Hartgen, Ms. Doris Barbee, Mr. Bob Amos, Mr. Kenneth Olio- <br />Mills, Ms. Katherine Stafford, Mr. Edward Moose, Mr. Howard <br />Hurlocker. Attending from the Planning and Zoning Department were <br />Gerald A. Newton, Director, Mr. Michael Downs, Zoning <br />Administrator, Jonathan B. Marshall, Planner Two, Mr. Bill <br />Fitzhugh, Zoning Technician, and Ms. Helen Furr. Mr. Newton noted <br />that with eight present, the Planning Board functions would need a <br />simple majority for approval, while the Board of Adjustment actions <br />would require a unanimous approval, due to the four-fifths rule. <br /> <br />There were no corrections or additions to the October 17, 1991 <br />Minutes. Mr. Amos MOTIONED to approve the minutes as mailed, <br />seconded by Mr. Moose. The vote was unanimous. <br /> <br />Chairman Randall introduced the first item on the Agenda, <br />Subdivision Review: Final approval of Southbrook I & II: <br /> <br />· <br /> <br />Applicant: Watson Properties. <br />Request: Final approval of Southbrook I & II <br /> <br />Jonathan Marshall presented the Commission with <br />copies of the final plat for this subdivision. He <br />stated that the properties, located on Zion Church <br />Road East, Township 11, are provided water-and <br />sewer services by the City of Concord. There are a <br />total of 76 lots in the two phases of the <br />subdivision, zoned R-15 and also has a Conditional <br />Use Permit for a mobile home subdivision. All <br />necessary improvements have been completed with the <br />exception of the paving of the main road and the <br />lots do meet Cabarrus County Subdivision and Zoning <br />standards. We recommend that this subdivision be <br />approved final, that these two phases be approved <br />final, but under the condition that the remaining <br />paving be completed and that North Carolina DOT <br />sign the final plat copies. <br /> <br />There was a MOTION for approval and a second. Dr. <br />Randall called for any questions. Mr. Olio-Mills <br />asked how long it would be before the two phases <br />would be completed. Mr. Marshall stated that the <br />two have been completed with the exception of the <br /> <br /> <br />
