NORIH CAROLINA <br /> <br />CABARRUS COUNTY PLANNING BOARD MINUTES <br /> <br />July 18, 1990 <br />7'00 P.M. <br /> <br />PUBL I C HEARINGS <br /> <br />Ms. Nancy Randall, Chairman, called the meeting to order at 7:05 P.M. Board <br />members present in addition to Chairman Randall were Mr. Howard Hurlocker, <br />Mr. Edward Moose and. Mr. Gerald Nichols. Attending from the Planning and Zoning <br />Department were Mr. Gerald A. Newton, Director, Mr. Michael Downs, Zoning <br />Administrator and Ms. Sue G. Russell. Also attending was-Mr. Gordon L. Belo, <br />Attorney for the Planning Board. <br /> <br />With there .bei.ng.no corrections to the June 20, 1990 Min'utes, Mr. Hurlocker <br />MOTIONED, seconded by Mr. Moose to approve the minutes as mailed. The vote <br />was unanimous. <br /> <br />Chairman Randall stated to the citizens that the Planning Board is an advisory <br />committee 'and they only make recommendations to the County Commissioners on <br />rezonings. The'CoUnty Commissioners will discuss all issues on August 20, 1990, <br />at 7:00 P.M., and they will make all final decisions on rezonings. <br /> <br />Chairman Randall introduced the .first item on the Agenda, Preliminary Plat <br />Approval' <br /> <br />1. A. pplica.nt' Billy Plummer <br /> .Request: Approval of Prel.iminary P.lat <br /> <br />This was a reque'st to the Cabarrus County Planning Board from Mr. Billy <br />Plummer to haVe his subdivision plat Burlwood Estates approved preliminary. <br /> . . <br /> <br />Mr. Mi-ke Downs, Zoning Administrator, stated to the Board that there are <br />a few corrections that needs to be ma.de to Mr. Pl'ummer'..s plat. Some of <br />the lot sizes are not suitable for zoning, the location of the floodpl.ain <br />is not correct, and there are some road discrepancies. Mr. downs said <br />his recommendation woul.d be. to defer .any decisions on this preliminary plat <br />until some of these correct, ions have been completed. <br /> <br />Mr. Billy Plummer, Developer, stated he do not under'stand what floodplain <br />means.
