CABARRUS COUNTY' <br /> PLANNING DEPARTMENT <br /> Post Office Box 707 <br />CONCORD, NORTH CAROLINA 28025 <br /> <br />April 20, 1988 <br /> <br />Minutes of the Cabarrus County Planning Boa rd <br /> <br />The Cabarrus County Planning Board met in regular session on April <br />7'05 p.m., <br /> <br />Roll Call. <br /> <br />Approval/ <br />Correction <br />of Minutes. <br /> <br />New Business <br />Ronal d G. <br />Overcash <br />Rezoning <br />R-15 to C-1: <br /> <br />Carl & Agnes <br />Overcash <br />Rezoning <br />ARR to C-1' <br /> <br /> 20, 1988, at <br />in the County Commissioners Room of the Caba'rrus County Courthouse. <br /> <br /> The meeting was called to order by Chairman Larry L°vin <br /> Members present in addition to Mr. Loving were Mr. Roberg~ <br /> Ewan, Mr. Gerald Nichols and Mr. Louis Suther. Attending <br /> from the Planning Department were Mr. James F. Owens, <br /> Planning Director, Mr. Mike Byrd, Mr. Jonathan B. Marshall, <br /> and Ms. Phyllis C. Carr. Also attending was Mr. Gordon <br /> L. Belo, Attorney for the Planning Board. <br /> <br /> With there being no corrections to the March Minutes, Mr. <br /> Nichols MOTIONED, seconded by Mr. Ewan to approve the <br /> minutes as mailed. The vote was unanimous. <br /> <br /> Mr. Loving stated to the citizens that the Planning Board <br /> is an advisory committee and they only make recommendations <br /> to the County Commissioners on rezonings. The County <br /> Commissioners will discuss all is'sues on .May 16, 1988, <br /> at 7'00 p.m. and they will make the final decision on rezonings. <br /> <br /> Petition 88-04, was a request by Ronald G. Overcash, on the <br /> corner of Rock-Hill Church Road and Poplar Tent Road, to <br /> have his property rezoned from R-15 to C-1, to construct <br /> and operate a convenience store. <br /> <br />After discussion Mr. Nichols MOTIONED, seconded by Mr. <br />Suther to deny petition 88-04. The vote was unanimous. <br /> <br />Petition 88-05, was a request by Carl '& Agnes Overcash, <br />on the corner of Highway 73 West and Odell School Road, <br />to have their property rezoned from ARR to C-1., to enlarge <br />an existing convenience store. ' <br /> <br />Mr. Carl Overcash addressed the Board on behalf of this <br />petition stating he does not see why his property could <br />not be rezoned. Mr. Overcash also stated that his property <br />should have been zoned business when the zoning ordinance <br />was first adopted. <br /> <br />Mr. Len Brown addressed the Board in opposition to this petition. <br /> <br />Mr. Ronald Overcash addressed the Board stating he would like <br />to see the property rezoned so the store could be enlarged <br />for the resident's needs. <br /> <br /> <br />
