CABARRUS COUNTY PLANNING DEPARTMENT Post Office Box 707 CONCORD, NORTH CAROLINA 28025 March 18, 1~987 Minutes of the Cabarrus County Planning Board The Cabarrus County Planni~ng Board met in regular session on March !8, 1987, at 7'05 p.m., in the County Commissioners Room of the Cabarrus County Courthouse. Roll Call: The-meeting was called to order ~by Chairman_Larry Loving. Members present in addition to Mr. Loving were Mr. Robert Ewan, Mr. Geral.d Nichols, Mr. Ronald Page and Mr. Louis Suther. Attending from the Planning Department were Mr. James F. Owens ~Planning Director, Mr. Mike Byrd., Mr. Phil-lip Kingsland, and Ms. Phyllis C. Carr. Also attending was Mr. Gordon L. Belo, Attorney for the Planning Board. Approval / Correction of Minutes' New Busi ness Worth P. Hinson, Jr. Rezoning C-1 to C-3: With there being no corrections to the February 18, 1987 Minutes, Mr. Nichols ~MOTIONED, seconded by Mr. Suther to approve the minutes as mailed. The vote was unanimous. Mr. Loving stated to the citizens that the Planning Board is an advisory committee and only makes recommendations to the County Commissioners on rezonings. The Co.unty Commissioners will discuss all issues on April 20, 1987, at 7:00 p.m., and they will make the final decision, on rezoning requests. Petition 87-09, was a request by Mr. WOrth P. Hinson Jr., on ~6~--co-r~er"of~[ane Street and ~Iright Avenue, to have his property rezoned from C-1 to C-3, to allow fOr auto sales and repai rs. Mr. Worth P. Hinson, Jr., addressed the Board on behalf of his petition. Others in favor of Mr. Hinson's petition were Mr. Barry Strong, Mr. Hort Thompson and Mr. John Rushing. Mr. Owens addressed the Board about petition 87-09, stating that on November, 1982, the County Commissi~oners voted to deny that tract of land on the corner of Lane Street and Wright Avenue because that entire block was $.lai~ed to go to C-3. Mr. Owens stated that the Kannapolis City Council has adopted the Land Development Plan for Kannapolis,. and the Council wi shes for that property to remain as a commercial use. After discussion Mr. Page MOTIONED to deny petition 87-09, seconded by Mr. Ewan. The vote was 4 to I with Mr. Loving opposing.
