"Jack" Ran'kin, <br />Jr. Members present in addition to Mr. Rankin were Mr. Robert <br />Ewan, Mr. R.M. Faggart, Jr., Mr. Larry Loving and Mr. Ronald <br />Page. Attending from the Planning Department were Mr. Thomas <br />B Robinson, Planningr Director, Mr da.mss F. Owens, Assistant <br />P~anning Director,~M . Mike Byrd a~d Ms. Phyllis C. Carr. <br />Also present were Mr. Kenneth Payne, Liaison Commissioner and <br />Mr Gordon L. Belo, Attorney for t~he Planning Board <br /> <br />With there being no corrections to'the January 8, 1986 Minutes, <br />Mr. Loving MOTIONED, Seconded by Mr. Faggart to approve the <br />minutes as mailed. The vote was unanimous. <br /> <br />New Bus i nee s <br />Sparta Brook <br />Homes, I nc. <br />Rezoning <br />ARR to R-30: <br /> <br />Mr. Rankin stated to the citizens that the Planning Board is <br />an advisory committee and only makes recommendations to the <br />County Commissioners on rezonings. The County Commissioners <br />will discuss all issues on Thursday, March 6, .1986, at 7'00 P.M. <br />and they will make the final decisions as to rezoning. <br /> <br />Mr. Rankin stated to the Board and citizens that petition 86-02, <br />Poplar Trails area residents, and petition 86-03, Hoyle N. <br />Holland and Justus Lee Benton were withdrawn. <br /> <br />Petition 86-05, was a request by Sparta Brook Homes Inc off <br />Robinson Church Road to have their property rezoned from ARR <br />to R-30, to allow increased density for construction o.f single- <br />family dwellings adjacent to S-teeple Chase subdivision, <br />East side. <br /> <br />Mr. Bryant O'Hara addressed the Board about petition 86-05, stating <br />his only concern was that Sparta Brook install a new package <br />treatment pl ant. <br /> <br />Mr. Owens addressed the Board stating .that Ms. Susan Harold, <br />Vice President of Marketing and Management for Sparta Brook, <br />contacted him and said Sparta Brook has already contacted <br />Black Mountain Department of Human Resources and they are aware <br />of the problem. <br /> <br />Ms. Harold, representing Sparta <br />.'Board aboUt petition 86-05. <br /> <br />Brook also addressed the <br /> <br /> <br />
