Cabarrus County Commissioners Room of'_the Cabarrus County Courthouse <br /> <br />Rol 1 Call. <br /> <br />The meeting was: called to order by Chairman, F.~~"'"Jack" Rankin, Jr. <br />Members present in addition to Mr. Rankin were . Robert EWan'' <br />Mr. R.M. Faggart, Jr., Mr. Larry LOving and Mr. Ronald Page. <br />Attending from the Planning Department were Mr. Thomas B. Robinson, <br />~lanning Director, Mr. James F. Owens, Assistant Planning Director, <br />Mr. Mike Byrd and Ms. Phyllis Co Carr Also attending was Mr. <br />Gordon L. Belo, Attorney for the Planning Board. <br /> <br />Approval of <br />Minutes- <br /> <br />With there being no corrections to the February 12, 1986 Minutes, <br />Mr.. Loving M01IONED, seconded by Mr. Page to approve the minutes <br />as mailed. The vote was unanimous. <br /> <br />New Busi ness <br />Lake Shore <br />Estates, I nc., <br />Rezoning <br />ARR to I-2/RDO- <br /> <br />With there being no corrections to the February 19, 1986 Minutes, <br />Mr. Page MOTIONED, seconded by Mr. Faggart to approve the minutes <br />as mailed. The vote was unanimous. <br /> <br />Petition 86-06, was a request by Lake Shore Estates, Inc., off <br />Highway ~ at Concord Speedway to have their property rezoned <br />from ARR to I-2/RDO,. to have Concord Speedway zoned as a permitted <br />use. <br /> <br />Mr. Cecil Jenkins addressed' the Board on behalf of Concord Motor <br />Speedway and presented the Board with plans on the speedway's <br />sixteen (16) unit motel. Mr. Jenkins asked the Board to give <br />this request for the speedway favorable consideration because this <br />is. a industry in the county that got the acknowledgment as being <br />the finest dirt track in the U~'ited States, and it is bringing <br />l~ax revenue into the county. Mr' Jenkins also stated that he <br />thinks Mr. Furr has constructed the speedway well and he is trying <br />to operate a business that is beneficial to Cabarrus County and <br />he would like ~for the Board to give Mr. Furr a favorable report <br />so he can improve his facilities. <br /> , <br />Mr. Furr addressed the Board stating he just want~d:..to ~be-treai~ed fairly. <br /> <br />Mr. Sam Davis addressed the Board stating-he wiSh~d~to speak agaihst <br />the proposed rezoning. Mr. Davis stated he was at.'the'meeting on <br />behalf of a number of residents, and he presented a petition to <br />the Board with some 180 signatures. Mr. Davis stated that the Board <br />has already determined that the issue is not the racetrack. The <br />issue is whether the property is appropriate for industrial zoning. <br />Mr. Davis stated that there are five (5) reasons why the property <br />should not be rezoned to I-2. <br /> <br /> <br />
