"Jack" <br />Rankin, Jr. .Members present in addition to Mr. Rankin <br />were Mr. Robert EWa~n, Mr. R.M. Faggart, Jr. and ~,~r. Larry <br />'Loving. Attending 'from the Planning Department were Mr.. <br />Mike Byrd., Mr. Philli~p Kingsland and Ms'. Phyllis. C. Carr. <br />Also attending was Mr. Gordon L. Belo, Attorney for the <br />P1 anning Board. <br /> <br />Approval/Correction <br />of Minutes' <br /> <br />Mr. Rankin pointed out an item in' the June ll, 1986 Minutes, <br />stating that the phrase high water mark needs to be changed <br />to the 100 year flood Iine. <br /> <br />Mr. Loving MOTIONED to approve the. Minut.es as clarified, <br />seconded by Mr.-Faggart. The vote was unanimous. <br /> <br />New B'usiness <br />Mrs. B.A. Artz <br />Rezo ni ng <br />R-9 to RMF-7' <br /> <br />Petition 86-18, was a request by Mrs. B.A. Artz/Gary <br />Dunnmon on Newel l Avenue, NW of Kannapolis to have their <br />property rezoned from R-9 to RMF-7, to allow a possible <br />mul ti-fami ly development. <br /> <br />Mr. Gary Dunnmon addressed the Board on behalf of his <br />petition stating he wants his property rezoned because it <br />is consistent wi.th the current use of the land. <br /> <br />Mr. Donald Wagstaff, Sr., Mr. Donald Wagstaff, Jr. and <br />Mr, Beaver were in opposition to this petition. <br /> <br />Mrs. Pearl W. Wagstaff addressed.the Board in opposition <br />to this petition stating there are eight (8)o. bjections <br />as to why this property should not be. rezoned. 1st, the <br />density; ~nd, schools will not be able. to absorb this <br />additio~nal-burden; 3rd, not conducive .to existing R-9 single <br />family in community; 4th, Kannapolis City proposes to close <br />90 of the 95 mobile home parks; 'Sth, water availability; <br />6th, sewer availability; 7th, floodpalin; and 8th, erosion <br />control. <br /> <br />Mr. Rankin stated to the citizens that the Planning Board <br />is an advisory committee and only makes recommendations to <br />the County Commissioners on rezonings. The County <br />.Commissioners will discuss all issues on Thursday, August 7, <br /> 1986, at 7-00 P.M. and they will make the-final decisions <br /> as to rezoning. <br /> <br /> <br />
