CABARRUS COUNTY PLANNING DEPARTMENT Post Office Box 707 CONCORD, NORTH CAROLINA August 13, 1986 Minutes of the Cabarrus County P!annin§ Board The Cabarrus County Planning Board met in regular session on August 13, 1986, at 7:00 P.M., in the County Commissioners Room of the Cabarrus Coun~ty Co'urthouse. Roll Call- The meeting'was called to order by Chairman. F.A. "Jack" Rankin, Jr. Members Present in addition to Mr. Rankin were Mr RObect. Ewan, Mr. R.M. Faggart' Jr., Mr. Larry Loving and Mr. Ronald Page. Attending from ~the Planning Department were Mr. Thomas B. Robinson, Planning' Direc'tor, Mr. M'ike Byrd, Mr. Phillip KingSland, and Ms. Phyllis C. Carr. A1 so present was Mr. Gordon L. Belo, Attorney for the P1 anning Board. Approval/Correction With there being ~no'corrections to .the July 9, 1986 Minutes, of Minutes' Mr. Loving MOTIONED, seconded by Mr. Faggart to approve the mi nutes as mai I ed. Mr. Rankin stated .to the citizens that the Planning Board is 'an advisory committee'and only makes recommendations to the County Commissioner, s on rezonings. The County Commissioners will discuss all issues on Thursday, September 4, 1986, at 7-00 P.M. and they will make th~ final decisions as to rezonings. New Business Petition 86-21, was a request by Betty Gay Bivens, to have Betty Gay ~er. property off Rock Hill Church Road rezoned from R-40-to Bivens Rezoning R-15, to allow more residential development.. R-40 to R-15: Mr. Howard Hurl ocker and Mr. Alfred Brown spQke to the Boa.rd in favor of this petition. After discussi'on Mr. Page MOTIONED, ~seconded by Mr. Faggart to approve petition 86-21 from R-40 to R-15, 2..88 acres. The vote was unanimo~us. A.J. Blackwelder Petition 86-22., was a request by A.J. Blackwelder to have his Rezoning property o'ff--H-~hway 29 rezoned from A-I to C-4, to allow A-I to C-4' warehouse and race shops. Mr. Robinson addressed the. Board 'about this petition stating if .this property is rezoned to C-4, it would ~be spot zoning, that is why the planning staff recommends that if this property is going to be rezoned, it S. hould be rezoned to I-1. ~l.r. Harold Blackwelder addressed the Board on behalf of this petition, representing Mr. A.J. Blackwelder.
