CABARRUS COUNTY <br /> PLANNING DEPARTMENT <br /> Post Office Box 707 <br /> <br />CONCORD, NORTH CAROLINA <br /> <br />August 13, 1986 <br /> <br />Minutes of the Cabarrus County P!annin§ Board <br /> <br />The Cabarrus County Planning Board met in regular session on August 13, 1986, at <br />7:00 P.M., in the County Commissioners Room of the Cabarrus Coun~ty Co'urthouse. <br /> <br />Roll Call- The meeting'was called to order by Chairman. F.A. "Jack" <br /> Rankin, Jr. Members Present in addition to Mr. Rankin were <br /> Mr RObect. Ewan, Mr. R.M. Faggart' Jr., Mr. Larry Loving <br /> and Mr. Ronald Page. Attending from ~the Planning Department <br /> were Mr. Thomas B. Robinson, Planning' Direc'tor, Mr. M'ike <br /> Byrd, Mr. Phillip KingSland, and Ms. Phyllis C. Carr. <br /> A1 so present was Mr. Gordon L. Belo, Attorney for the <br /> P1 anning Board. <br /> <br />Approval/Correction With there being ~no'corrections to .the July 9, 1986 Minutes, <br /> of Minutes' Mr. Loving MOTIONED, seconded by Mr. Faggart to approve the <br /> mi nutes as mai I ed. <br /> Mr. Rankin stated .to the citizens that the Planning Board <br /> is 'an advisory committee'and only makes recommendations to <br /> the County Commissioner, s on rezonings. The County Commissioners <br /> will discuss all issues on Thursday, September 4, 1986, <br /> at 7-00 P.M. and they will make th~ final decisions as to <br /> rezonings. <br /> <br /> New Business Petition 86-21, was a request by Betty Gay Bivens, to have <br /> Betty Gay ~er. property off Rock Hill Church Road rezoned from R-40-to <br /> Bivens Rezoning R-15, to allow more residential development.. <br /> R-40 to R-15: <br /> Mr. Howard Hurl ocker and Mr. Alfred Brown spQke to the Boa.rd <br /> in favor of this petition. <br /> After discussi'on Mr. Page MOTIONED, ~seconded by Mr. Faggart <br /> to approve petition 86-21 from R-40 to R-15, 2..88 acres. <br /> The vote was unanimo~us. <br /> <br /> A.J. Blackwelder Petition 86-22., was a request by A.J. Blackwelder to have his <br /> Rezoning property o'ff--H-~hway 29 rezoned from A-I to C-4, to allow <br /> A-I to C-4' warehouse and race shops. <br /> Mr. Robinson addressed the. Board 'about this petition stating <br /> if .this property is rezoned to C-4, it would ~be spot zoning, <br /> that is why the planning staff recommends that if this property <br /> is going to be rezoned, it S. hould be rezoned to I-1. <br /> ~l.r. Harold Blackwelder addressed the Board on behalf of this <br /> petition, representing Mr. A.J. Blackwelder. <br /> <br /> <br />
