CABARRUS COUNTY PLANNING DEPARTMENT Post Office Box 707 CONCORD, NORTH CAROLINA 28025 November 12, 1986 Minutes of the Cabarrus County Planning Board The Cabarrus County Planning' Board met in regular session on November 12, 1986, at 7'00 P.M.. in the County Commissioners Room of the Cabarrus County. Courthouse. Roll Call: -The .meeting' was called to order by Chairman Larry Loving. Members present in addition to Mr. Loving were Mr. Robert Ewan, Mr. R.M. Faggart, Jr., and Mr. Gerald Nichols. Attending from the Planning Department were Mr. Thomas B. Robinson, Planning Director, Mr.James~F. Owens, Assistant Planning DireCtor, Mr. Mike Byrd, Mr. Phillip ~Kingsland and Ms. Phyllis C. Carr. Also present was Mr. Gordon L. Belo, Attorney for the Planning Board. Approva 1 / Correction Mi nutes. With there being no corrections to the October.8, 1986 Minutes, Mr. Nichols MOTIONED, seconded by Mr.. Ewan to approve the minutes as mailed. The vote was unanimous. New Busi ness Estate of Mrs. Hama.C. Ross Rezoni ng R-40 to C-2: Mr. Loving stated, to the citizens that the Planning 'Board is a'n advisory.committee and only makes recommendation's to the County Commissioners on rezonings. The County Commissioners will discuss all issues on December 15, 1'986, at.7:00 P.M. and they will make the final decision on rezoning requests. Petition 86-33,_ was-a request by the Estate of Mrs. Hama C. Ross, off .Centergrove Road, to have her property rez.oned from R-40 to C~2, to allow for a small s.hopping center. After discussion Mr. Ewan MOTIONE. D, seconded by Mr. tO deny petition 86-33. The vote was unanimous. Nichols Wade and Virginia TaYlor Rezoning A~I to I-l: Petition 86-34, was a reques~t by Wade H. and Virginia G. Taylor, off C-r-i~~ to have their property rezoned f~om A-I to I-l, to develop property as industrial land. Mr. Philippe St. Pierre addressed the Board about this petition stating for what purpose is this land being zoned, and he think this rezoni ng is .detrimental to resi. dents i n the area. Mr. Sam Davis ad.dressed the Board on behalf 'of Wade and Virginia Taylor stating t~e property the' Taylor's want rezoned is not suitable for residential development, and they would like to have the land deVelo.ped for industrial. · Mr. Richard-Almond spoke in opposition to this petition. After discussion Mr. Faggart MOTIONED,. seconded by Mr. Ewan to approve petition 86-34. The vote was una.nimous.
