CABARRUS COUNTY PLANNING DEPARTMENT Post Office Box 707 CONCORD, NORTH CAROLINA 2802.5 November 19, 1986 Minutes of .the Cabarrus County Planning Board The Cabarrus County Planning Board met in regular session on NoV'ember 19, 1986,. at 7'00 P.M., .in the County Commissioners Room of the Cabarrus County Courthouse. Roll Call- The meeting was called to order by Chairman Larry Loving. Members present in addition to Mr. Loving were Mr. Robert Ewan, Mr. Gerald Nichols and Mr. Ronald Page. Attending .from the Planning Depart- ment were Mr. Thomas B. Robinson and Mr. Mike Byrd. The vote was unanimous. New Business Mr. Robinson addressed the Board on the use of the Private Road Ferrell James Standards in this development. He stated the~ .purpose~',of this Rezoning ordinance was to provide a method of serving low-density develop- Petition 86-36' ment in rural areas, where the required density for state maintenance could not be attained. The Board agreed that this situation would not apply to this rezoning petition. The Board also requested that both the Planning and Zoning Departments limit the use of private road standards to rural low-den.sity areas. Flood Plain Mr. Byrd presented a draft copy of the model flood plain ordinance Ordinance to the Board. Revision' After discussion of several items the Board agreed to review the revised ordinance at the next Board meeting. Certificate of Mr. Robinson addressed the Board on the current policy of not Occupancy' allowing certificates of occupancy to be issued in new subdivisions prior to'completion of all improvements. After discussion the Board agreed to require that all required improvements shall be 'completed prior to issuing the certificate of occupancy. Land Use Mr. Robinson addressed the Board on the Land Use Plan update. He Plan Update' stated that the Planning Department staff has started to conduct a county-wide land use survey. These surveys will be broken down by township, and proposed land use maps will be done by the Planning Staff. After discussion, the Planning Board agreed that both staff and board members need to conduct area meetings during consideration of the land use plan.
