County .Planning Board met in regular session on February 13, in Courtroom number 1 of the Cabarrus County Courthouse. 1985, The meeting was called to order by Chairman F A at 7.00 p.m. ' ' ' Ass i Ms. Commissioner Kenneth Mr. Gordon L. Belo, present. - "Jack" Rankin, Members present in addition to Mr. Rankin were~ R.M. ~aggart, Jr. Ms Helene Hilger Mr. Larry Loving and Joe Ridenhour. A~ten~ing from the P~anning Department were Thomas B. Robinson, Planning Director, Mr. James F. Owens, stant Planning Director, Ms. Debra Luckadoo-Shockley and Phyllis C. Carr, Secretary to the Planning Board. Payne, Liaison to the Planning Board and Attorney for the Planning Board were also Mr. Rankin stated to the citizens that the Planning Board is an advisory committee and only makes recommendations to the County Commissioners on rezonings. The County Commissioners will discuss all issues on Thursday, March 7, 1985, at 7-00 p.m. and they will make the final decisions as to rezoning. Petition 85-01, was a request by Mr. Charles W Stroud to have h~is prope"r"t~-o~n Red Street at Hillcrest Drive rezoned from RMF-6 to C-3,in order to establish a used car lot. Mr. Roy Biggerstaff addressed the Board on behalf of Ms. Blondie Bost in opposition to the petition. Mr. Charles W. Stroud addressed the Board on behalf of himself for his petition. After discussion, Mr. Loving MOTIONED, seconded by Ms. Hi lger to ~ petition 85-01. The vote was unanimous. Petitig.n'~85-02__ was a request by Mr. Wade Hammonds to have his property on Mooresville Road and Bethpage Road rezoned from R-9 to C-2, to allow construction of a restaurant and retail store. Mr. Jim Scarbrough represented Mr. Hammonds on behalf of this pe'tition. Mr. Wade Hammonds addressed the Board stating~ that he intends on putting a combination ba'rbecue house that will be like a family seaford house, except it Will be a barbecue house on this property. After discussion, Mr. Faggart MOTIONED, seconded by Mr. Loving to approve petition 85-02. The vote was 3 to 2 with Ms. Hi l§er and Mr. Rankin dissenting.
