"Jack,, <br /> Rankin, Jr.. Members present in addition to Mr. Rankin were <br /> Mr. R.M. Fa§gart, Jr--, Ms. Helene Hilger, Mr. Larry Loving <br /> and Mr. Joe Ridenhour. Attending 'from the Planning Department <br /> were Mr. Thomas B. Robinson, Planning Director, Mr. James <br /> F. Owens, Assistant Planning Director, Mr. Mike Byrd and <br /> Ms. Phyllis C. Carr. Also attending the meeting was Mr. <br /> Gordon L. Belo, Attorney for the Planning Board. <br /> <br /> Mr. Lo'ving MOTIONED, seconded by Mr. Faggart to approve the <br /> March 13, 1985 Minutes with the following correction- Mr. <br /> Fa§gart MOTIONED, seconded by Mr. Ridenhour to go into <br /> executive session to discuss a personnel matter following a <br /> written request by Mr. Kenneth Payne. The vote was unanimous. <br /> After coming out of executive session, the Chairman informed <br /> the public that no action had been taken. <br /> <br /> Petition 85-22. Cannon Mills Realty and Development Company, <br /> Central Distributing Corporation, on South Main and West <br /> "H" Street to rezone property from R-7,2 to C-3, Map/PIN <br /> 5613'(11)-57-1029 (lots 1, 15 and 16). <br /> <br /> Mr. Robinson a.ddressed the Board stating that the Board <br /> instructed the Planning Staff to come up with a revision in <br /> the zoning ordinance, bulk storage of petroleum products <br /> line item, which"directly relates to this petition. The <br /> Planning Staff was asked to find some safeguard condi.tions <br /> to allow this use in the C-3 and I-1 zones. Mr. Robinson <br /> stated that Mr. Lewis's rezonin.g request is tied in with the <br /> Loop ROad. Cannon Realty has a timetable in working with <br /> DOT to relocate a petroleum storage facility, convenience <br /> store and warehouse. In looking at that particular lot <br /> Cannon Realty wants to go ahead and start constrUction on a <br /> convenience store and warehouse on the lot. Mr. Robinson <br /> stated that the piece of property needed to be rezoned with <br /> the guarantee that petroleum storage would not be allowed on <br /> that lot. He also said that he knew of only two ways to <br /> do this. 1) rezone only part of that property or 2) go <br /> through a PDO rezoning. Mr. Robinson stated, that a C-3/PDO <br /> had been worked up for the subject lot. The PDO only <br /> <br /> <br />
