CABARRUS COUNTY' <br /> PLANNING DEPARTMENT <br /> Post Office 'Box 707 <br /> <br />CONCORD, NORTH CAROLINA 28025 <br /> <br />October 9, 1985 <br /> <br />Minutes of the Cabarrus County Planning Board <br /> <br />The Cabarrus county Plannin§ Board met in regular session on October 9, 1985, at <br />7'03 p.m. in the County Commissioners Room of the Ca'barrus County Courthouse. <br /> <br />Roll Cal 1 - <br /> <br />The meeting was called to order by Cha~'Pman F.A. "Jack" Rankin, Jr. <br />'Membe'rs present ~in addition to Mr. Rankin were Mr. Robert Ewan, <br />Mr. R.M. Faggart, Jr., Mr. Larry Loving and Mr. Ronald Page. <br />Attending from the Planning Department were Mr. Thomas B. Robinson, <br />Planning Directo.r, Mr. James F. Owens, Assistant Planning Director, <br />Mr. Michael Byrd and Ms. Phyllis C. Carr. Also present were Mr. <br />Kenneth Payne, Liaison Commissioner and Mr. Gordon L. Belo, Attorney <br />for the Pl~anning Board. <br /> <br />Approval of <br />Minutes · <br /> <br />With there being no corrections to the' September ll, 1985 Minutes, <br />Mr. Lo'ving MOTIONED, seconded by Mr. Fag.gart to approve the minutes <br />as mailed. The vote was unanimous. <br /> <br />With there being no corrections~ to the September 18, 1985 Minutes, <br />Mr. Page MOTIONED, seconded by Mr. Faggart to approve the minutes <br />as mailed. The vote was un animous. <br /> <br />New Business <br />Ho mer J. Green <br />Rezoning <br />RMF-7 to C-3- <br /> <br />Petition 85~46, was a request by Mr. Homer J. Green on Zion Church <br />Road to have his property rezoned from RMF-7 to C-3, to construct <br />a heating and air conditioning shop. <br /> <br />Mr. Green addressed the Board on behalf of his petition stating he <br />had enough room on his property that was not located in the flood <br />zone to put his shop (2,000 square feet). <br /> <br />After discussion Mr. Page MOTIONED, seconded by Mr. Fagga~rt to deny <br />petition 85-46 due to the fact that it is spot zoning and it is a <br />residential area. The vote was unanimous. <br /> <br />Mr. Rankin stated to the citizens present that the Planning Bo'ard <br />is an advisory committee and only makes recommendations to the <br />County Commissioners on rezonings. The County Commissioners will <br />discuss all issues on Thursday, November 7, 1985,' at 7'00 p.m. <br />and they will make the final decisions as to rezoning. <br /> <br />d. L6e Pharr <br />Re zon i n g <br />ARR to I-1 - <br /> <br />Petition 85-47, was a request by Mr. J. Lee Pharr on Highway 49 <br />and Ol.d Charlotte Road to have his property rezoned from ARR to <br />I-l,'to allow land to be leased for commercial development. <br /> <br />Mr. William Mills <br />that Mr. Pharr's <br />residen'tial use. <br /> <br /> addressed the Board on behalf of Mr. Pharr stating <br />property will be used primarily for commercial and <br /> He also stated that there will be no significant <br /> <br /> <br />
