CABARRUS COUNTY' PLANNING DEPARTMENT Post Office 'Box 707 CONCORD, NORTH CAROLINA 28025 October 9, 1985 Minutes of the Cabarrus County Planning Board The Cabarrus county Plannin§ Board met in regular session on October 9, 1985, at 7'03 p.m. in the County Commissioners Room of the Ca'barrus County Courthouse. Roll Cal 1 - The meeting was called to order by Cha~'Pman F.A. "Jack" Rankin, Jr. 'Membe'rs present ~in addition to Mr. Rankin were Mr. Robert Ewan, Mr. R.M. Faggart, Jr., Mr. Larry Loving and Mr. Ronald Page. Attending from the Planning Department were Mr. Thomas B. Robinson, Planning Directo.r, Mr. James F. Owens, Assistant Planning Director, Mr. Michael Byrd and Ms. Phyllis C. Carr. Also present were Mr. Kenneth Payne, Liaison Commissioner and Mr. Gordon L. Belo, Attorney for the Pl~anning Board. Approval of Minutes · With there being no corrections to the' September ll, 1985 Minutes, Mr. Lo'ving MOTIONED, seconded by Mr. Fag.gart to approve the minutes as mailed. The vote was unanimous. With there being no corrections~ to the September 18, 1985 Minutes, Mr. Page MOTIONED, seconded by Mr. Faggart to approve the minutes as mailed. The vote was un animous. New Business Ho mer J. Green Rezoning RMF-7 to C-3- Petition 85~46, was a request by Mr. Homer J. Green on Zion Church Road to have his property rezoned from RMF-7 to C-3, to construct a heating and air conditioning shop. Mr. Green addressed the Board on behalf of his petition stating he had enough room on his property that was not located in the flood zone to put his shop (2,000 square feet). After discussion Mr. Page MOTIONED, seconded by Mr. Fagga~rt to deny petition 85-46 due to the fact that it is spot zoning and it is a residential area. The vote was unanimous. Mr. Rankin stated to the citizens present that the Planning Bo'ard is an advisory committee and only makes recommendations to the County Commissioners on rezonings. The County Commissioners will discuss all issues on Thursday, November 7, 1985,' at 7'00 p.m. and they will make the final decisions as to rezoning. d. L6e Pharr Re zon i n g ARR to I-1 - Petition 85-47, was a request by Mr. J. Lee Pharr on Highway 49 and Ol.d Charlotte Road to have his property rezoned from ARR to I-l,'to allow land to be leased for commercial development.
