CABARRUS COUNTY <br /> PLANNING DEPARTMENT <br /> Post Office Box 707 <br />CONCORD, NORTH CAROLINA 28025 <br /> <br />November 13, 1985 <br />Minutes of the Cabarrus County Planning Board <br /> <br />Roll Call: <br /> <br />The~,Cabarrus County Planning Board met in regular session on November 13, 1985, at 7-02 p.m. <br />in th'e Cabarrus Cou.nty Commissioners Room of the Cabarrus County Courthouse.- <br /> The meeting was'called to order by Chairman F.A. "Jack" Rankin, Jr. <br /> Members present in addition to Mr. Rankin were Mr. Robert Ewan, <br /> Mr. R.M. Faggart, Jr. and Mr. Larry Loving. Attending from the <br /> Planning Department were Mr. James F. Owens, Assistant Planning <br /> Director, Mr. Mike Byrd and Ms. Phyllis C. Carr. A1 so present <br /> was Mr. Gordon L. Belo, Attorney for the Planning Board. <br /> <br />Approval of With there being no corrections to the October 9, 1985 Minutes, <br />Minutes' Mr. Ewan MOTIONED, seconded by Mr. Loving to approve the minutes <br /> as mailed. The vote was-unanimous. <br /> Petition 85-49, was a request by Whitley Motor Company/Mr. James <br /> ~-~it~ey O'n ~l~way 49 to have his property rezoned from I-'X/R-40 <br /> to I-l, to install a Mack Truck Service Dealership. <br /> Mr. Owens addressed the Board on behalf of Mr. Whitley's petition <br /> stating that Mr. Whitley would like for a 100 foot buffer section <br /> abutting Ms. Carriker property remain R-40. <br /> After discussion Mr. Loving MOTIONED, seconded by Mr. Faggart to <br /> approve petition 85-49 with a 1 O0 foot. buffer abutting Ms. Carriker <br /> property. The vote was unanimous. <br /> Mr. Rankin stated to the citizens that the Planning Board is an <br /> advisory committee and only makes recommendations to the County <br /> Commis'sioners on rezonings. The County Commissioners will discuss <br /> all issues on Thursday, December 5, 1985, at 7-00 p.m. and they <br /> will make the final decisions as to rezoning. <br /> <br /> Prelimi.nary Plats The first item on the agenda for preliminary plat subdivision <br /> Bostwood Estates' approval was Bostwood Estates - Randy Wiggins. <br /> After discussion Mr. Ewan MOTIONED, seconded by Mr. Loving to <br /> approve Bostwood Estates subdivision plat preliminary and to <br /> disallow the sale or release of building on lots until water <br /> and sewer easements are placed on the plat. The vote was unanimous. <br /> <br /> McCombs The next item. on the agenda for preliminary subdivision plat <br /> approval was Annie C. McCombs Property- Annie C. McCombs. <br /> After discussion Mr. Loving MOTIONED, seconded by Mr. Faggart <br /> to appr'ove Annie C.
