CABARRUS COUNTY PLANNING DEPARTMENT Post Office Box 707 CONCORD, NORTH CAROLINA 28025 January 1 ~, ! 9~84 Minutem~ of the Cabarrus County Planning Board . , The 'Cabarrus~ County Planning Board met in regular session on Wednesday, January 11, 1984 at 7'06 p.m. in the County Commissioners Room of the Cabarrus County Courthouse. Mr. Rankin welcomed Ms Helene Hilg~e-r to the Planning Board. Roll Call- The meeting was called ~to order by Chairman F.A. "Jack" Rankin, Jr. at 7'06 p.m.. Members present in addition to Mr. Rankin were Mr. John Cline, Ms. Helene Hilger, Mr. Larry Lovi'ng and Mr. Joe Ridenhour. Attending from the Planning Department were Mr. Thomas B. Robinson, Planning Director, Mr. Jim Owens', Assistant Planning Director, Mr. Mike Byrd and Ms. Phyllis C. Carr, Secretary to the Board. Commissioner Ken Payne, liaison to the Planning Board was also present. Approval of The minutes were approved with the exception of the time Minotes. the December, 1983 ~meeting convened. After the correction of the -time, Mr. Loving MOTIONED, seconded by Mr. Cline to approve the minutes as mailed. The vote was unanimous. New Business The first item on the agenda for preliminary approval was Submission of Fletcher Property, Mr. John Fletcher. After discussion, Preliminary Plat Mr. Ridenhou~ ~OTIONED, seconded by Mr. Loving to approve ~letcher Property" the preliminary plat of Fletcher Property. The vote was John Fletcher' unanimous. Preliminary Plat Freedom Acres, Map 5 Raiford Troutman' -The next item for preliminary approval was Freedom Acres, Map 5, Mr. Ra'iford Troutman. After discussion, Mr. Ridenhour MOTIONED that Freedom Acres, Map 5 be approved preliminary with issuance of permits limited to 20% of total lot number, this motion was seconded by Mr. Cline. Freedom Acres, Map 5 included lots 22-42. The vote carried unanimously. Before the meeting continued, Ms. Helene A. Hilger the new member to the Planning Board was sworn in by Magistrate Carol yn Goodman. Mr. Troutman requested a brief discussion with the Board regarding the. issuance of sep'tic tank/building permits on Freedom Acres, Map 4, Pa'rt 2. He requested the transfer· of ~wo (2) permits from Map 5 to Map 4, part 2. After discussing this m'atter, Mr. Ridenhour MOTIONED ~t'hat the Board grant issuance of septic tank/buildi.ng permitS for 20% of the lots in both Map 4, Part 2 and Map 5, which total'eld thirty-One (31) lots. This would allow the issuance of. six (6) permits for these two sections. The motion was seconded by Mr Cline. The vote was unanimous.
