CABARRUS COUNTY' <br /> PLANNING DEPARTMENT <br />Post Office Box 707 <br />cONCORD, NORTH CAROLINA 28025 <br /> <br />February 15, 1984 <br /> <br />Cabarrus County Planning Board Meeting <br />The Cabarrus County Planning Board met in regular session on Wednesday, <br />1984, <br /> <br />Roll Call: <br /> <br />Approval <br />Minutes' <br /> <br /> February 15, <br />at 7-00 p.m. in the County Commissioners Room of the Cabarrus County Courthouse. <br /> The meeting was called to order by Chairman, F.A. "Jack" Rankin, Jr., <br /> at 7-00 p.m. Members present in addition to Mr. Rankin were <br /> Mr. John Cline, Ms. Helene Hilger,-Mr.-Larry Loving and Mr. Joe <br /> Ridenhour. Attending from the Planning Department were Mr. <br /> Thomas B. Robinson, Planning Director, Mr. Jim Owens, Assistant <br /> Planning Director, Mr. Mike Byrd and Ms. Phyllis Carr. Secretary <br /> to the 'Board. Commissioner Ken Payne, liaison to the Planning <br /> Board was also present. <br /> <br /> of The minutes were approved after a correction was made in the <br /> -last paragraph of the Schedule of Development Standards. <br /> The correction was "the motion was defeated", not the vote <br /> as shown in the January minutes submitted to the Board'. <br /> Mr. Rankin stated to the Board the February ~8th..i.minu.~es.'w~il-1 be <br /> approved at the March meeting. <br /> <br />New Business <br />Preliminary <br />Plat <br />Med 1 i n <br />Cro s s i ng -' <br /> <br />Rel ease of <br />Permits <br />Terres Bend: <br /> <br />Package Treat- <br />ment Plants: <br /> <br />The first item on the. agenda for prelimi'nary approval was <br />Medlin-Crossing, Kiser/Beaver Realty, Mr. Kiser made a request <br />to the Board to approve 20% of the lots in his S, ubdivision. <br />After discussion, Mr. Ridenhour MOTIONED to give Mr. Kiser <br />permission to proceed on the 7 lots that fa.ce the road <br />(lots 1-4 and 8-10), seconded by Mr. Loving. The vote was <br />unanimous. <br /> <br />The next item on the agenda was a request by Mr. John Swinson <br />to release permits for Terres Bend Subdivision. The Board <br />recommended to delay this request until Mr. Swinson was present <br />to answer questions that may arise. <br /> The next item was a discussion with Mooresville representative <br /> of Division of Environmental Management on State permitting <br /> and monitoring of Community Package Treatment Plants. Mr. <br /> Mike Horn from the Mooresville Branch Office of NRCD discussed <br /> the permitting and monitoring of Community Package Treatment <br /> Plants to the Board. He stated to the Board the procedures for <br /> obtaini.ng a permit for Package Treatment Plants. First, the <br /> builder or developer must find a body of water or stream near <br /> the area to be served, second he must find a p.l-ace on the <br /> stream where he would like to. di.scharge the treated wastewater, <br /> and third, the' developer has to notify his office of how <br /> many homes are to be served by the system. <br /> <br /> <br />
