~CABARRUS COtlNTY~ <br /> NORTH CAROLINA <br /> <br />Planning and Zoning Commission IVlinutes <br />September 21, 2000 <br />7'00 P.M. <br /> <br />Mr. Ed Hill, Chairperson, called the meeting to order at 7'00 p.m. lVlembers <br />present in addition to the Chair were Mr. Bill Babb, lVlr. Clyde DrYe, Ir., Mr. <br />Thomas Dwiggins, lVlr. Carl Hill, lVlr. Carleton Hobbs, IVlr. Steven Love, lVlr. Dewey <br />Noose, Ir., and Mr. Aaron Ritchie. Attending from the Planning Services and <br />Development Services Department were Mr. Rodger Lentz, Senior' Planner, IVls. <br />Kelly Sifford, Senior Planner, IVls. Janet Slack, Planner, Mr..lay Lowe, Zoning <br />]Inspector and lVls. Phyllis C. Carr. Also attending was iVir. Richard Koch, Attorney <br />.for the Planning and Zoning Commission. <br /> <br />There being-no corrections to the August 17, 2000 Minutes, Mr. Ritchie <br />MOTIONED, seconded by Mr. Dwiggins to approve the minutes as mailed. The <br />vote was unanimous. <br /> <br />The Chair said there are two Board of Adjustment functions on the agenda <br />tonight. He said the Board of Adjustment will be operating in a quasi-judicial <br />capacity. Anyone wishing to speak will have to be sworn in. prior to speaking. <br />The Chair then went over the agenda for the Board and citizens. <br /> <br />Board of Adjustment Functions: <br /> <br />The Chair introduced the first item on the Agenda, Variance Application 136(V)' <br /> <br />Applicant: Michael D. Davis <br />Request:. Variance Application, 136(V) <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Michael D. Davis, PIN 5641-11-6119, for a <br />variance to encroach approximately 10 feet into his required <br />setback yard. <br /> <br />The Chair swore in Mr. Michael D.
