CABARRUS COUigTY <br /> NOOTR CAROLINA <br />Planning and Zoning Commission Minutes <br />December 20, 2001 <br />7:00 P.M. <br /> <br />IVlr. Carleton Hobbs, Chairperson, called the meeting to order at 7:18 p.m. <br />Members present in addition to the Chair were Mr. Danny Benton, Mr. Thomas <br />Dwiggins, IVlr. Carl Hill, Mr. Dewey Moose, Jr., and Mr. Aaron Ritchie. Attending <br />from the Planning Services Division were Ms. Kelly Sifford, Senior Planner, Ms. <br />Nicole Storey, Planner, and Ms. Phyllis C. Carr. Mr. Richard Koch, Attorney for <br />the Planning and Zoning Commission, was also in attendance. <br /> <br />There being no corrections to the October 18, 2001 Minutes, Mr. Dwiggins <br />IvIOTIONED, seconded by Mr. Ritchie to approve the minutes as mailed. <br /> <br />New Business <br /> <br />The Chair introduced the first item on the Agenda, Zoning Atlas Amendment, <br />Petition C01-03(R): <br /> <br />Applicant: Service Distributing Co., Inc. <br />Request: Zoning Atlas Amendment <br /> <br />This was a request to the Cabarrus County Planning and Zoning <br />Commission from Service Distributing Co., Inc. to have their <br />property located on the North side of Highway 73, and the East <br />side of Odell School Road rezoned from Low Density Residential <br />(LDR) to Office/Limited Commercial (OF/LC) so they can obtain the <br />highest and best use in accordance with the county land use plan. <br /> <br />The Chair said Petition C01-03(R) Service Distributing Co., Inc. has <br />been changed to a special use rezoning instead of a straight <br />rezoning. He said this will require sworn testimony. The Chair said <br />there are six members of the commission present tonight. He said <br />for approval it will require five affirmative votes. <br /> <br />The Vice Chair swore in Mr. Rick Smith, Mr. Roger Fortner, Mr. <br />Robert Harmon, Jr., and Ms. Kelly Sifford. <br /> <br /> <br /> <br />
