As soon as the luncheon was over Chairman Coltrane called the <br />meeting to order and welcomed the guests. <br />y <br />2. Chairman Coltrane stated the purpose of this meeting is to <br />study the problem and gain information on just how to make an <br />application for assistance from the U. S. Department of Agricul- <br />ture for a Cabarrus County watershed improvement project. <br />3. It was explained that there are three watersheds in Cabarrus <br />County that empty into Rocky River, which crosses the southern part <br />of the county. These watersheds are: Coddle Creek, Coldwater Creek <br />and Dutch Buffalo Creek. <br />€( 4. It was explained that when our Board of Supervisors first <br />€ looked into the matter of watershed improvement that it considered <br />developing each watershed separately. Since then conditions have <br />changed and it is the opinion of the Supervisors that all three <br />watersheds should be considered as one project. This change of <br />opinion came about in a natural way. The Supervisors began by <br />advocating an improvement program for the Coddle Creek Watershed, <br />but when we began to hold landowner meetings in the Coddle Creek <br />Area, the news of the advantages of watershed improvement programs <br />spread to the landowners living on the Coldwater Creek and <br />Dutch Buffalo Creek areas. As a result, petitions were circulated <br />in all three areas asking the U. S. Department of Agriculture for <br />aid in establishing an improvement program in each area, with 152 <br />landowners signing the Coddle Creek petition, 114 signing the Cold- <br />water Creek petition, and 167 signing the Dutch Buffalo Creek <br />petition. <br />
