A joint meeting of the Supervisors and Watershed Commissioners was called to order by Chairman Coltrane. 2. Minutes of the OCTOBER meeting were approved. 3. Chairman's Report: a. Chairman Coltrane welcomed all who attended the meeting. b. An excellent article was read by Chairman Coltrane commending the achievements of Mr. Joe Howard Safrit and his family and of the work they have accomplished with their Nursery work. Mr. Safrit was awarded the certificate of being the OUTSTANDING NON- AGRICULTURAL CONSERVATIONIST for the year 1970. The award was presented by Chairman Coltrane. A letter was read by Chairman Coltrane from Mr. Ira F. Raper, FHA County Supervisor, expressing his thoughts and appreciation of Mr. and Mrs. Joe Safrit for their excellent work around and in the St. Johns Community. C. Chairman Coltrane read the release submitted by the Raleigh office commending Fir. Hugh D. Price, District Conservationist of Cabarrus County, for his outstanding performance of duties with the SCS. The award was presented to Mr. Price by Mr. Charles W. Bartlett, State Conservationist, in Raleigh on October 30, 1970. d. A letter written to Mr. H. A. Smith was read by the Chairman. The letter informed Mr. Smith that the date of election of Supervisor, Mr. C. Baker Brooks, was to be held on December 8, 1970.
