MINUTES <br />CABARRUS SOIL AND WATER CONSERVATION DISTRICT <br />SUPERVISORS MEETING <br />MEETING NO: 214 <br />DATE: September 4, 1979 District Office 8:30 P.M. <br />PRESENT: J. Lewis Patterson, A. Frank Herrin, Tom Hogan, J. Harold Nash, <br />C. Lipe Barrier, Paul Bowles, William Cook, Carl Overcash, Hugh Price <br />OTHERS: Mr. W. S. Chandler, Cabarrus County Planner <br />Marvin Eury, Kannapolis Daily Independent <br />ABSENT: John Hammill, S. W. Colerider, Frank Mitchell <br />1. Chairman Patterson called meeting to order at 8:30 P.M. A quorum was present. <br />Rev. Hogan gave the invocation. <br />2. Minutes of the August meeting were approved as mailed. <br />3. Treasurer's Report Mr. Nash stated that because of the hospitalization of Mrs. <br />McDaniel a current statement of the bank balance was not available. Mr. Nash <br />requested authorization to disburse approximately $400.00 of funds for labor <br />charges related to the County Fair exhibit. Payments authorized by unanimous vote. <br />4. Education <br />Rev. Hogan reported that plans had been completed for the annual conservation <br />tours by eighth grade students. Tours will be held the first week of October. <br />Schools participating in this activity will be Mt. Pleasant, Hartsell, Winecoff, <br />and Odell. <br />5. Land Use <br />Frank Herrin reported that current data reveals Cabarrus County to be a leader <br />in soil and water conservation practices and cited district examples of these <br />practices. Mr.Price supported Mr. Herrin's views and stated that other counties <br />are now including wildlife habitat planning as a part of long range conservation <br />plans, a practice in force for over 20 years in Cabarrus. <br />6. Watershed <br />Carl Overcash and Lipe Barrier reported on the recent tour of the watershed <br />structure sites by members of the Soil and Water District Board, the Watershed <br />Commission, and the Board of Commissioners. Mr. Overcash stated that at the <br />conclusion of the tour the Board of Commissioners voted unanimously to sponsor <br />the watershed project. <br />7. Special Presentation <br />Chairman Patterson stated that an important objective of the Board is to work <br />closely with other agencies that have responsibilities involved with land use <br />and land use planning.
