Tour <br />DATE: April 21, 1987 Agriculture Center 7:30 P.M. -10:00 P.M. Meeting <br />SUPERVISORS: Frank Herrin, Jinany Little, Claude Kuykendall <br />GUESTS: Anthony J. McDaniel <br />Prior to the business meeting, Anthony J. Philippo of American Farmland Trust, <br />Frank Herrin, Claude Kuykendall, Jinmy Little, Hugh Price and E. E. Bishop <br />net at the County office building at 3:00 P.M. to tour areas of the county <br />to make on -site evaluations of several areas. <br />After dinner at the Western Sizzlin Restaurant, the supervisors, guest and <br />office personnel returned to the Agriculture Center for the business meeting. <br />1. At 7:30 P.M., Chairman Frank Herrin called the meeting to order. E. E. <br />Bishop gave the Invocation. Chairman Herrin welcomed Anthony Philippo <br />and Dr. Don Philen to the meeting. <br />2. A motion was made, seconded and unanimously passed approving the MARCH <br />minutes. <br />3. Anthony Philippo was interviewed by the Concord Tribune prior to the <br />tour. He had requested the tour to get a good overview of sections of <br />the county. He stated this was a "fact finding tour" which would give <br />him better insight into phases of his farmland program and what would <br />be discussed at the next me ting with the District. <br />Dr. Don Philen, Chief of the Soil Survey Section, Raleigh was present <br />to evaluate and offer his continents to the District supervisors of the <br />April, 1987 Environmental Assessment of the Cabarrus county proposed <br />Airport studies. <br />After discussion, Claude Kuykendall made a motion that the Cabarrus <br />Soil and Water district Board agressively follow the Governor's <br />Executive Order 96 and the Farmland Protection Policy concerning the <br />proposed airport studies; and a memorandum supporting the District's <br />Resolution (February 10, 1987) be sent to the N. C. Department of <br />Natural Resources expressing the supervisors comments of the April, <br />1987 Environmental Assessmnt airport studies. The motion was seconded <br />and unanimously passed. <br />Hugh D. Price, District Conservationist, distributed conservation plans <br />for the District supervisors to review. Hugh explained thoroughly the <br />District supervisors responsibility to review conservation plans and <br />understand the importance of using conservation practices to control <br />erosion through the Conservation Reserve program. <br />In support of Hugh's recommendation, the supervisors discussed the <br />importance of using tree planting to control highly erodible land. <br />A motion was made, seconded and unanimously passed that a letter be <br />sent to the Forest Service expressing the supervisors convents on <br />controlling erosion with tree planting. <br />
