1 IT ES CABARRUS SOIL AND WATER CONSERVATION DISTRICT Supervisors Meeting MEETING NO: 305 3:00 P.M.- 6:15 P.M. Tour DATE: April 21, 1987 Agriculture Center 7:30 P.M. -10:00 P.M. Meeting SUPERVISORS: Frank Herrin, Jinany Little, Claude Kuykendall GUESTS: Anthony J. San Philippo, American Farmland Trust Dr. Don Philen, Chief, Soil Survey Section - Raleigh OTHERS: Hugh D. Price, E. E. Bishop, Eyvonne S. McDaniel Prior to the business meeting, Anthony J. Philippo of American Farmland Trust, Frank Herrin, Claude Kuykendall, Jinmy Little, Hugh Price and E. E. Bishop net at the County office building at 3:00 P.M. to tour areas of the county to make on -site evaluations of several areas. After dinner at the Western Sizzlin Restaurant, the supervisors, guest and office personnel returned to the Agriculture Center for the business meeting. 1. At 7:30 P.M., Chairman Frank Herrin called the meeting to order. E. E. Bishop gave the Invocation. Chairman Herrin welcomed Anthony Philippo and Dr. Don Philen to the meeting. 2. A motion was made, seconded and unanimously passed approving the MARCH minutes. 3. Anthony Philippo was interviewed by the Concord Tribune prior to the tour. He had requested the tour to get a good overview of sections of the county. He stated this was a "fact finding tour" which would give him better insight into phases of his farmland program and what would be discussed at the next me ting with the District. Dr. Don Philen, Chief of the Soil Survey Section, Raleigh was present to evaluate and offer his continents to the District supervisors of the April, 1987 Environmental Assessment of the Cabarrus county proposed Airport studies. After discussion, Claude Kuykendall made a motion that the Cabarrus Soil and Water district Board agressively follow the Governor's Executive Order 96 and the Farmland Protection Policy concerning the proposed airport studies; and a memorandum supporting the District's Resolution (February 10, 1987) be sent to the N. C. Department of Natural Resources expressing the supervisors comments of the April, 1987 Environmental Assessmnt airport studies. The motion was seconded and unanimously passed. Hugh D. Price, District Conservationist, distributed conservation plans for the District supervisors to review. Hugh explained thoroughly the District supervisors responsibility to review conservation plans and understand the importance of using conservation practices to control erosion through the Conservation Reserve program. In support of Hugh's recommendation, the supervisors discussed the importance of using tree planting to control highly erodible land. A motion was made, seconded and unanimously passed that a letter be sent to the Forest Service expressing the supervisors convents on controlling erosion with tree planting.
