MINUTES <br />CABARRUS SOIL AND WATER CONSERVATION DISTRICT <br />SUPERVISORS MEETING <br />MEETING NO: 310 <br />DATE: September 9, 1987 Agriculture Center 8 :00 P.M. - 9:30 P.M. <br />SUPERVISORS: Frank Herrin, C. Lipe Barrier, Sr., Jimmy Little, Claude Kuykendall <br />Paul Bowles <br />OTHER: Everett Helms, Thomas Wetmore, Hugh Price, E. E. Bishop, Eyvonne McDaniel <br />Prior to the business meeting, Everett Helms attended the supervisors meeting <br />to receive the 1986 GOODYEAR accomplishment award for his interest in preserving <br />wildlife. Everett and his family were the Cabarrus District's WILDLIFE AWARD <br />receipient in December, 1986. Susan Furr from the Concord Tribune was present <br />to recognize Everett receiving the award. <br />1. Chairman Herrin called the meeting to order. E. E. Bishop gave the Invocation. <br />2. Minutes of the AUGUST meeting were unanimously approved. <br />3. Mr. Wetmore, Area Conservationist, attended the meeting to explain again <br />the contract between SCS and the Soil and Water District to use supplemental <br />funds appropriated by Congress to accelerate production of conservation plans <br />under the Food Security Act. <br />Mr. Wetmore, Frank Herrin and Hugh Price met with the County Manager to <br />explain the program and discussed how the funds could be expended for additional <br />technical assistance. After discussion, the County Manager agreed to use the <br />county's financial system to expedite the funds. <br />Mr. Wetmore presented the contract for signatures and requested that a supervisor <br />be designated to sign the necessary forms to implement the agreement. <br />A motion was made by Claude Kuykendall and seconded by Jimmy Little that Frank <br />Herrin be designated to sign the forms needed for SCS to complete the transaction. <br />The motion was unanimously passed. <br />Mr. Wetmore indicated that the use of the supplemental funds for the technical <br />assistance would be effective October 1, 1987. <br />4. The report of the District Conservationist, Hugh D. Price is attached to these <br />minutes. <br />5. Chairman's report: <br />a. From the Sept ember Division - District Activity Repo David Sides, <br />Director (NRCD) announced .."the Legislature has made a change in <br />the subsistence for Supervisors attending meetings. DO NOT submit <br />any request for payment for any meeting held after September 1 until <br />further notice. As soon as we are informed what the changes are, <br />you will be notified. In the meantime, PLEASE HOLD ALL REQUESTS <br />FOR PAYMENT <br />b. Chairman Herrin requested a short discussion of the procedures <br />the District should use to hire additional assistance to help <br />develop conservation plans. <br />
