MINUTES CABARRUS SOIL AND WATER CONSERVATION DISTRICT SUPERVISORS MEETING MEETING NO: 310 DATE: September 9, 1987 Agriculture Center 8 :00 P.M. - 9:30 P.M. SUPERVISORS: Frank Herrin, C. Lipe Barrier, Sr., Jimmy Little, Claude Kuykendall Paul Bowles OTHER: Everett Helms, Thomas Wetmore, Hugh Price, E. E. Bishop, Eyvonne McDaniel Prior to the business meeting, Everett Helms attended the supervisors meeting to receive the 1986 GOODYEAR accomplishment award for his interest in preserving wildlife. Everett and his family were the Cabarrus District's WILDLIFE AWARD receipient in December, 1986. Susan Furr from the Concord Tribune was present to recognize Everett receiving the award. 1. Chairman Herrin called the meeting to order. E. E. Bishop gave the Invocation. 2. Minutes of the AUGUST meeting were unanimously approved. 3. Mr. Wetmore, Area Conservationist, attended the meeting to explain again the contract between SCS and the Soil and Water District to use supplemental funds appropriated by Congress to accelerate production of conservation plans under the Food Security Act. Mr. Wetmore, Frank Herrin and Hugh Price met with the County Manager to explain the program and discussed how the funds could be expended for additional technical assistance. After discussion, the County Manager agreed to use the county's financial system to expedite the funds. Mr. Wetmore presented the contract for signatures and requested that a supervisor be designated to sign the necessary forms to implement the agreement. A motion was made by Claude Kuykendall and seconded by Jimmy Little that Frank Herrin be designated to sign the forms needed for SCS to complete the transaction. The motion was unanimously passed. Mr. Wetmore indicated that the use of the supplemental funds for the technical assistance would be effective October 1, 1987. 4. The report of the District Conservationist, Hugh D. Price is attached to these minutes. 5. Chairman's report: a. From the Sept ember Division - District Activity Repo David Sides, Director (NRCD) announced .."the Legislature has made a change in the subsistence for Supervisors attending meetings. DO NOT submit any request for payment for any meeting held after September 1 until further notice. As soon as we are informed what the changes are, you will be notified. In the meantime, PLEASE HOLD ALL REQUESTS FOR PAYMENT b. Chairman Herrin requested a short discussion of the procedures the District should use to hire additional assistance to help develop conservation plans.
